Resumo O objetivo do estudo é analisar se o gasto público em educação pode contribuir para reduzir a taxa de homicídios e se é necessário um período para que esse resultado seja observado. Para isso, foram utilizados dados socioeconômicos dos estados brasileiros e um modelo de painel dinâmico (GMM-SYS) com uma defasagem para os gastos com educação por habitante, além da relação contemporânea. Os resultados indicaram uma elasticidade negativa de aproximadamente 0,1 na primeira defasagem, ou seja, se os gastos com educação aumentarem 10%, a taxa de homicídios diminuiria 1% no período seguinte, evidenciando que investir em educação pode ser uma forma de política pública de longo prazo para reduzir a criminalidade.
Resumo Este estudo pretende analisar o efeito da deficiência no emprego e no salário por hora de trabalho no Brasil. A amostra é da Pesquisa Nacional de Saúde de 2013, e foram considerados três grupos: não deficientes, deficientes com limitações das atividades e deficientes sem tais limitações. Utilizou-se como estratégia metodológica a decomposição das diferenças de remuneração entre os grupos nos quantis da distribuição de salários. Os resultados indicaram uma vantagem salarial dos não deficientes e dos deficientes sem limitações em relação aos deficientes com limitações das atividades nos quantis 50° e 90°, que se deve, principalmente, às diferenças nas características observáveis dos indivíduos. Os deficientes sem limitações apresentaram uma vantagem salarial em relação aos não deficientes no quantil 90°. Esse resultado pode ser uma evidência de que os empregadores optam por contratar deficientes sem limitações para cargos de maior remuneração e, assim, cumprem as determinações da política de cotas para pessoas com deficiência, sem que sejam necessários ajustes significativos na infraestrutura ou nas rotinas de trabalho.
Resumo: As agressões interpessoais tem se tornado cada vez mais frequentes nas escolas brasileiras e, além dos danos físicos, podem ter consequências negativas sobre os resultados escolares e sobre a formação social dos alunos. Os indivíduos e as características que compõem o ambiente onde o jovem está inserido podem ter influência sobre o seu comportamento; logo, alunos em escolas com traços de violência podem também se tornar violentos. Diante desse cenário, este estudo tem como objetivo analisar alguns fatores do ambiente escolar que podem levar a ocorrência de um ato agressivo cometido por um aluno na escola. Para isso, foi estimado um modelo logit de efeito fixo, utilizando um painel de dados das escolas observadas na Prova Brasil, nos anos de 2007 e 2009. Os resultados mostraram que a possibilidade de o diretor da escola registrar pelo menos um ato agressivo de um aluno é maior em ambientes escolares com traços da violência, onde ocorreram crimes contra o patrimônio, contra a pessoa, tráfico de drogas ou atuação de gangues. Além disso, a possibilidade de se observar na escola pelo menos uma agressão física cometida por um aluno é 3,54 vezes maior em escolas em que foi observado o mesmo comportamento por parte de um professor. Algumas medidas de gestão escolar podem contribuir para facilitar a socialização dos alunos, como, por exemplo, distribuir as turmas por equivalência de nota ou promover atividades extracurriculares.
ResumoEste estudo analisou a influência do efeito das interações sociais dos jovens nas escolas, pública e privada, sobre as decisões de consumo de drogas ilícitas, álcool ou cigarro. Para isso, foram estimadas equações de comportamento individual com instrumentos para as interações sociais e dados da Pesquisa Nacional de Saúde do Escolar de 2012. Os resultados indicaram que o efeito destas interações nas decisões de consumo de substâncias ilícitas são maiores em comparação à influência das características das famí-lias. Por exemplo, transferir um jovem de escola pública, onde 80% dos alunos fumam, para uma escola onde esta taxa é de 50%, compensaria completamente o maior risco de o jovem fumar associado ao fato de um dos pais fumar. Além disso, os resultados apontaram que o envolvimento dos pais com as atividades dos filhos pode ser mais importante para inibir o consumo de drogas, álcool e cigarros do que a escolaridade dos pais e o nível de vida da família. AbstractThis study analyzed the influence of the social interactions effect of young people in schools, public and private, on the consumption decisions of illicit drugs, alcohol or cigarettes. For this, individual behavior equations were estimated with instruments for social interactions and data from the National School of Health, 2012. The results indicated that the effect of these interactions on consumption decisions of illicit substances are higher compared to the influence of characteristics families. For example, moving a young in a public school where 80% of students smoke to a school where this rate is 50% would completely offset the higher risk of youth smoking associated with the fact of a parent smoking. In addition, the results showed that parental involvement with the activities of the children may be more important to inhibit the consumption of drugs, alcohol and cigarettes than parents' education and family living standards.
The teacher's work wage in Brazilian public elementary school This study evaluates the teacher's wage of public elementary schools based on the coefficients of two earnings equations. The first equation considers the monthly salary and the second includes the benefits of retirement. This is the first study to incorporate retirement benefits in earnings equation of elementary school teachers. Thus, it was possible to verify the main factors that determine the teachers' wage, such as education, sex and work experience, etc. The teacher's wage was compared to the earnings of two categories of non-teachers, one formed by professionals in science, whose positions require highly qualified personnel and another formed by the production and service workers, whose jobs require average qualification. In addition, comparisons were made among the salaries of teacher in public schools and those in private ones, as well as those of teachers who work in rural areas compared to urban areas. In order to evaluate the difference in wages among the considered groups, the Oaxaca method of decomposition was used. This method analyzes the difference in average wages resulting from both the characteristics of the productive labor force (explained part) and the non observed characteristics of workers, different criteria used in setting the salary and the discrimination (non explained part). The data used are the National Survey of Sample Households (PNAD), collected in 2006. It was observed that the average wage of workers in science is 178% higher compared to the average wage of teachers. When retirement is considered, the gap is 76%. The average wage of workers in production and services is 4% lower compared to teachers. When the retirement benefits are considered, the gap is 30%. Teachers earnings from elementary schools increase by 5% for each additional year of study, but this gap is lower than the 16% of professionals in science and 17% of workers in the manufacturing and services. Teachers in private schools receive wages that are 11% less than teachers in public schools. When retirements considered, the gap is 38%, in which the non explained part of the difference is higher. Teachers who work in rural areas get 35% more than teachers who work in urban areas.
