It has been proven that international migration is a global challenge to the national security of each country. The statistical analysis of migration processes in Ukraine has been carried out. Special features of legal regulation of migration flows in Ukraine have been considered. Migration control concerning transit migration in Ukraine is mainly related to the system of restrictions and measures of responsibility for non-compliance with established norms, and at the same time it is more important to ensure the legal stay of foreign citizens in the country, proper legal regulation of their accounting. Instead, Ukrainian case law and judgments of the European Court of Human Rights concerning Ukraine indicate existing violations in the procedure of state protection of the rights and freedoms of foreigners and stateless persons, which they are endowed with in accordance with international standards and national legislation while in Ukraine. One of the problems of migration control in Ukraine is the imperfection of the procedure for registration of citizens at the place of residence, which does not meet the state need to control the processes of population movement and migration within the country. Currently, the basis for registration is not the fact of living in a dwelling, but rather the right to reside in it, as the registration procedure involves the submission of supporting documents for such right. Moreover, living of citizens without registration of residence is an offense and entails the occurrence of administrative liability, while living outside the place of registration is legal.
The author of the paper has analyzed the general theoretical approaches to determining the content and characteristics of the organizational structures of state agencies; has formulated the key principles for the formation of organizational structures. Based on the research of scientific works on the theory of public administration, administrative law, management, public management, the author has formulated own definition of the concept of “organizational structure of the National Police of Ukraine”. The author has offered to understand it as a set of interrelated positions, structural and separate units of the National Police, which constitutes a single system of units and levels of management, and is formed in order to accomplish the assigned tasks for the provision of police services and implementation of assigned powers. It is established by regulatory acts adopted by the authorized agencies (individuals) within their own competence in compliance with a specific procedure. The routine activities of the National Police of Ukraine are carried out in strict order determined by the regulatory acts, are characterized by a high formality of management procedures, constant organizational relations, and therefore its organizational structure belongs to rigid (bureaucratic) type structures according to its characteristics. If we consider the system of the National Police of Ukraine on the national scale, its organizational structure refers to the divisional type, since it contains relatively separate territorial and interterritorial units that have certain autonomy in exercising their activities and management decisions. If we consider organizational structures of the central apparatus, territorial and interterritorial agencies, then their structures belong to the linear and functional type. The results obtained by the author are an integral part of the author’s research on the topic “Public management within the National Police of Ukraine” and can be used in carrying out similar fundamental and applied research in the field of optimization of management activities of state and law enforcement agencies.
The author of the article studies the current state of legal regulation of civilian firearms turnover in Ukraine. The content of the bills that had been submitted to the Verkhovna Rada of Ukraine at the end of 2020 was analyzed: «On the circulation of civil firearms and ammunition for them» (No. 4335), «On civilian weapons and ammunition» (No. 4335-1), «On the introduction amendments to the Code of Ukraine on Administrative Offenses and the Criminal Code of Ukraine to implement the provisions of the Law of Ukraine "On the circulation of civil firearms and ammunition for them"» (No. 4336), «On Amending the Code of Ukraine on Administrative Offenses and the Criminal Code of Ukraine to implement the provisions Of the Law of Ukraine "On civilian weapons and ammunition"» (No. 4336-1). The author has formulated his own scientific position in regard to granting citizens the right to carry and use short-barreled firearms. The publication defines the directions for improving the draft laws under consideration in terms of: definitions of the terms of «sporting weapon», «thermal imaging sight», «signal weapon», «night vision sight», «training-split weapon - neutralized weapon», «right to carrying weapon», «right to own weapon»; introduction of the terms of «law enforcement agency», «intelligence agency», «law enforcement agency of special purpose», «state agency of special purpose with law enforcement functions» into the conceptual apparatus of the law, since some authors use them to define the regime of special circulation of civil firearms; establishment of restrictions on the number of civilian firearms and ammunition for them, which can be acquired by an individual; creating legislative prerequisites for the approval of a by-law, which will clearly provide the procedure for transferring seized weapons to the National Police for further storage; securing the obligation of security personnel to provide emergency medical care to persons to whom they use weapons; introduction of norms that will establish the obligation of applicants for the acquisition, possession and use of weapons to take the appropriate courses within first aid; preservation of the wording of the Articles 190-195 of the Code of Ukraine on Administrative Offenses until the relevant law on the legal regime of sidearm is adopted.
The results of public opinion survey of Kharkiv region residents on public safety and trust in law enforcement conducted by Kharkiv National University of Internal Affairs (Research Lab on Crime Enforcement) together with the Sociological Association of Ukraine, Kharkiv Regional State Administration and the Main Directorate of the National Police are presented. in the Kharkiv region in 2013–2021. The key indicators of the efficiency of law enforcement agencies of Kharkiv region and the problems of law enforcement activities at the local level from the public point of view are analyzed, the expectations of local residents from law enforcement agencies are determined, the problems of interaction with the police are considered. The publication contains empirical data and practical recommendations designed to implement specific tasks in the work of the police and other law enforcement agencies for the needs of the local community.
The relevance of the material presented in the article is caused by the system implementation of modern information and communication technologies into the educational process of higher educational institutions, that induces the appearance of new kinds and forms of its organization, such as blended learning. Today, there is no single view of the content of this phenomenon among scientists. Based on the analysis of scientific literature and practical developments of pedagogical community the author has analyzed the content and features of the concept of "blended learning", highlighted two approaches to its understanding: narrow and wide. There is presented a generalized classification of blended learning models, as well as proposed strategic stages of its implementation in activities of educational institutions.
