Purpose The purpose of this paper is to measure the unidimensional and multidimensional inequality in the case of Pakistan and compare their results at the provincial as well as regional (urban and rural areas) level. The authors collected data from Pakistan Social and Living Standard Measurement and Household Integrated Economic Survey for fiscal years of 1998–1999 and 2013–2014. Design/methodology/approach The authors used Gini coefficient for unidimensional inequality and multidimensional indexing approach of Araar (2009) for multidimensional inequality. Findings The findings predicted that unidimensional inequality is relatively high in the urban area due to uneven dissemination of income, but multidimensional inequality is quite high in rural areas because of higher disparities among all dimensions. At the provincial level, Punjab has relatively high-income inequality followed by Sindh, KPK and Baluchistan. Originality/value This study is a pioneering effort to compare two time periods to explore unidimensional and multidimensional inequality in all provinces of Pakistan and their representative rural-urban regions by applying Araar and Duclos’s (2009) approach. Further, this study opens some new insights for policy makers.
Studies of livelihoods and food systems since the start of the global pandemic in 2020 have shown a consistent pattern: the primary risks to food and livelihood security are at the household level. Covid-19 is having a major impact on households’ production and access to quality, nutritious food, due to losses of income, combined with increasing food prices, and restrictions to movements of people, inputs and products. The studies included in this Research for Policy and Practice Report and supported by the Covid-19 Responses for Equity (CORE) Programme span several continents and are coordinated by leading research organisations with a detailed understanding of local food system dynamics and associated equity and livelihood issues in their regions: (1) the impact of the Covid-19 pandemic on livelihoods in sub-Saharan Africa; (2) supporting small and medium enterprises, food security, and evolving social protection mechanisms to deal with Covid-19 in Pakistan; and (3) impact of Covid-19 on family farming and food security in Latin America: evidence-based public policy responses.
This study provides a gender analysis of public sector budgets in education sector. An in-depth analysis of pre-primary to secondary level education budgetary allocations and spending in Pakistan of 2016-18 has been conducted. The study identifies that 22.8 million children aging between 5-16 years were out of school in 2016-17. In Sindh, a vast portion of girls’ public schools is functioning without basic facilities while the state of basic facilities is relatively better in the Punjab. Furthermore, study finds noticeable gender disparities in budgets for public education sector. The study concluded that in order to ensure sufficient allocations to promote girls’ education budget making process needs to be reconfigured. The gender lens should be introduced at a very early stage where budget call circulars are being sent to the departments concerned.
Pakistan is facing numerous socioeconomic impacts of the Covid-19 pandemic, including on food security. Food insecurity, which is a long-standing issue, has become more visible since the pandemic. Covid-19 Responses for Equity (CORE) partner the Sustainable Development Policy Institute (SDPI) – a leading policy research thinktank – has been supporting the Government of Pakistan to maintain essential economic activity and protect workers and small producers during the pandemic. One notable contribution has been the development of a Food Security Portal, which is being used by the government to better manage food security in the country. It is the first track and trace system from farm to fork for essential food items.
