This paper presents a bibliographic review on the topic of school health in Latin America based on papers published between 1995 and 2012 and reflects the potential of its implementation as public policy. It was possible to identify the persistence of initiatives centered on disease with a focus on screening and preventive actions. However, the selection of health promotion as the strategic axis of school health has resulted in changes. In this context, the challenges include the definition of roles in the planning and execution of programs and the experience of the broader concept of health. Creating and strengthening spaces for participation with students, teachers, health professionals and the community is indispensable for the creation of fairer and healthier realities.
Resumo Este artigo apresenta experiências de nutricionistas em atividades de educação alimentar e nutricional desenvolvidas, nos últimos dez anos, nas escolas de Duque de Caxias, município do estado do Rio de Janeiro. A metodologia de sistematização de experiência tem como pressuposto que esta atividade coletiva de aprendizagem se dá a partir da interpretação crítica das práticas em diálogo com a teoria. Foram realizadas consultas em acervos pessoais e de projetos e, posteriormente, entrevistas individuais e coletivas com nutricionistas. Pôde-se registrar grande diversidade nas ações desenvolvidas, interesse na atuação intersetorial e progressiva incorporação do discurso do direito à alimentação. As parcerias estabelecidas entre nutricionistas e movimentos populares marcam a descrição das experiências. A educação alimentar e nutricional foi afirmada como campo de atuação interdisciplinar. Em contextos de grande injustiça torna-se essencial incorporar princípios da educação popular, tais como amorosidade, diálogo e compromisso com os oprimidos. A sistematização sinaliza que nutricionistas, responsáveis, professores, merendeiras e outros profissionais da escola têm sido importantes atores nas experiências, além de indicar o potencial de ampliação da participação de estudantes. Palavras-chave educação alimentar e nutricional; sistematização de experiências; direito humano a alimentação adequada.Abstract This paper presents the experiences of nutritionists in food and nutrition education activities at schools located in Duque de Caxias, a municipality of the state of Rio de Janeiro, Brazil, over the past ten years. The methodology for systematizing experience is based on the assumption that this collective learning activity takes place from the critical interpretation of practices in dialog with the theory. Personal collections and projects were queried and, later, individual and group interviews conducted with nutritionists. It was possible to note great diversity in the actions developed, in the interest in intersectoral action, and the progressive incorporation of the right to food discourse. The partnerships established between nutritionists and popular movements mark the description of the experiments. Food and nutrition education was affirmed as an interdisciplinary field of action. In contexts of great injustice, it is essential to incorporate principles of popular education, such as loveliness, dialog, and commitment to the oppressed. The systematization signals that nutritionists, guardians, teachers, cooks and other school professionals have been key players in the experiments, and indicates the potential for the increased participation of the students. Resumo A segurança alimentar e nutricional (SAN), os marcos legais para a garantia e exigibilidade do direito humano à alimentação adequada (DHAA) e a construção de um sistema que monitore e avalie os avanços e retrocessos nesses processos são provenientes dos esforços coletivos impulsionados por movimentos sociais, sociedade civil organizada e alguns segmentos governamentais. Este artigo analisa documentos oficiais produzidos nacionalmente e publicados entre 2003 e 2019 na perspectiva de monitoramento e avaliação (M&A), com a realização de análise documental e contextualização fundamentada nas dimensões do Decreto nº 7.272/2010. Como resultado, destaca-se a importância do Conselho Nacional de Segurança Alimentar e Nutricional, da Câmara Interministerial de Segurança Alimentar e Nutricional e das Conferências Nacionais de SAN na construção de mecanismos de M&A. Os desafios destacados nesse processo se relacionam com as articulações intersetoriais e a descentralização das ações, que tendem a se fragilizar, dependendo dos contextos políticos.
RESUMO Este artigo analisa a disponibilidade de estrutura e adequação do processo de trabalho no cuidado à obesidade na Atenção Básica (AB) no Brasil e regiões. Para tanto, realizou-se um estudo descritivo, transversal, de abordagem quantitativa a partir dos dados secundários do componente da avaliação externa disponíveis no PMAQ-AB, ciclo 2. A análise de dados partiu de três dimensões: vigilância alimentar e nutricional; coordenação do cuidado e assistência; e ações de promoção e educação em saúde. Os resultados revelam valores elevados no que se refere à disponibilidade de infraestrutura para cuidado à obesidade, embora nenhuma das variáveis atinja 100%. Quanto à adequação de processos de trabalho no cuidado à obesidade, no entanto, identificaram-se proporções mais reduzidas, indicando um desempenho incipiente nas três dimensões. As análises sugerem que o cuidado à obesidade se beneficiou do provimento de recursos para estruturação de Unidades Básicas de Saúde e que sustentar esse investimento na AB é relevante para a manutenção da estrutura e para a qualificação de processos de trabalho. O desenvolvimento de estudos avaliativos nesta temática pode cumprir papel importante para o planejamento de ações.
