Spain underwent two major labour reforms in 2010 and 2012 under the assumption that deregulating the labour market and decentralizing collective bargaining would automatically reduce unemployment (deregulation hypothesis). This article highlights the impact of demand and the sectoral structure of the economy to explain the behaviour of this variable (structural hypothesis). Analysing subnational panel data, the authors assess the capacity of these two hypotheses to explain unemployment trends. Their results cast doubt on the deregulation hypothesis and indicate the importance of cyclical and structural factors.

Résumé
L'Espagne a connu en 2010 et 2012 deux réformes majeures du marché du travail. Celles‐ci reposaient sur l'idée qu'il suffisait d'accroître la flexibilité du travail et de décentraliser la négociation collective pour faire baisser le chômage (thèse de la flexibilité). Les auteurs estiment pour leur part que le comportement du chômage dépend largement de la demande et de la structure sectorielle de l'économie (thèse structurelle). Ils évaluent l'apport de ces deux hypothèses dans une analyse reposant sur des données de panel de niveau infranational. Leurs résultats tendent à infirmer la thèse de la flexibilité et font ressortir le rôle primordial des facteurs cycliques et structurels.
Les historiens d'art présentent d'habitude les façades de quelques églises vénitiennes de la fin du XVIIe siècle comme une dégénérescence des façades classiques, une prolifération vicieuse des ornements au mépris de la logique des lignes, une orgie gratuite et de mauvais goût. Mais si nous contemplions attentivement les façades pittoresques et grandiloquentes de San Moisé, de l'Ospedaletto, de Santa Maria Zobénigo, les plus blâmées de Venise, nous pourrons trouver cette condamnation trop sévère et même injuste. Il est vrai que ces façades n'ont pas une valeur tectonique ; mais il faut aussi confesser que l'idée et le mot de « façade » sont déjà anti constructifs et que sobriété ne veut pas dire nécessité. Nous croyons, au XXe siècle, que la façade doit découvrir ce qu'elle cache ; mais cette idée n'était pas aussi évidente à certaines époques et, même en l'acceptant, on doit laisser à la façade (c'est-à-dire, à son architecte) la possibilité de s'exprimer selon ses moyens.
