Introducción: el presente artículo analiza el desarrollo del Estudio sobre Salud y Educación Médica (ESSEM), una iniciativa de la Secretaría de Salud de la Nación Argentina dedicada a la producción de datos estadísticos sobre el sistema de salud que se desarrolló durante el gobierno de la llamada Revolución argentina (1966-1973). Desarrollo: el ESSEM permite dar cuenta del modo en que el discurso de la planificación sanitaria cristalizó en las políticas de la Secretaría de Salud Pública. Mediante el análisis de documentos y de entrevistas, se estudian distintas dimensiones del objeto: las apuestas políticas que lo motivaron, los grupos profesionales involucrados, sus características técnicas, las concepciones acerca de la intervención sanitaria estatal y el contexto político más amplio en que se insertaron. Finalmente, se da cuenta de las limitaciones que existieron en su implementación y sus motivos, así como la valoración de algunas transformaciones que persistieron en otras formas institucionales. Conclusiones: el desarrollo del ESSEM muestra la importancia que tuvo el discurso de la planificación vehiculizado por los sanitaristas, un grupo profesional protagonista de las políticas sanitarias desde la segunda posguerra. En su contenido, se encontró en el ESSEM la influencia de una agenda sanitaria propia de la época, motorizada, en buena medida, por organismos internacionales como la Organización Panamericana de la Salud. Y, al mismo tiempo, se muestra cómo la política de salud fue perdiendo posiciones dentro del juego político más amplio de las políticas de asistencia social hacia el final del periodo analizado.
Resumen Entre 1970 y 1980, fueron creadas un conjunto de revistas con el objetivo de difundir las ideas de la medicina social latinoamericana en distintos países del continente, en una etapa temprana en la institucionalización de este movimiento que luego se afianzó en Brasil bajo el nombre de “salud colectiva”. En este trabajo recorremos las principales características de esos emprendimientos: la Revista Centroamericana de Ciencias de la Salud, Saúde em Debate, Salud Problema, Revista Latinoamericana de Salud y Cuadernos Médico Sociales. En particular, nos focalizamos en los Cuadernos Médico Sociales de Rosario, analizando las condiciones de su surgimiento y los procesos editoriales que marcaron esta publicación, donde fue central la figura de Carlos Bloch como editor e ideólogo de la revista.
El artículo reconstruye el modo en que la estadística participó en la problematización de la salud por la Organización Panamericana de la Salud (OPS) entre 1923 y 1975. Para ello, analizamos en el discurso de la OPS las distintas concepciones de la estadística sanitaria, sus funciones, estructuras burocráticas, y cómo estas se relacionaron con el desarrollo de aparatos estadísticos en la región. Identificamos dos concepciones distintas en el discurso de la OPS: a) la salud como un problema ligado a las regulaciones comerciales; y b) la salud como requisito del desarrollo económico de las naciones. A su vez, concluimos que la estadística sanitaria fue un componente significativo de la intervención de la OPS en la política sanitaria regional.
In this paper we analyze the reformulation of the central problems of the Argentinian demography in the 1960 in Argentina. This was a significant shift from an approach preoccupied with the inequity that would produce labor shortages, race decline and depopulation of the country, to a new one, which would put at the center of the fertility studies scene, the complexity that surrounds the processes of constitution of the offspring according to the conjugal and reproductive history of women, their social position, knowledge and use of contraceptives methods, and their educational and labor achievements. We will also show that this approach was limited and interrupted by the cycles of political instability typical of Argentina in the second half of the twentieth century.
