Resumo: Este artigo mostra que os programas sociais brasileiros têm um viés pró-idoso e outro anticriança, o que os torna pouco eficientes no sentido de diminuir a desigualdade da renda e a pobreza no país. O resultado desta estrutura de gastos sociais criou um mecanismo de reprodução da pobreza ao longo do tempo. Palavras-chave: políticas sociais; pobreza; incentivos e crescimento.Abstract: This article shows that the Brazilian social programs have a tendency pro-elderly and another anti-children, that makes them less efficient in order to reduce the inequality of income and the poverty in the country. The result of such structure of social expenditures has created a mechanism of reproduction of poverty along the years.

Códigos JEL: J24; J41; J64.Após a estabilização da inflação com o Plano Real em 1994, a taxa de desemprego dos jovens no Brasil aumentou significativamente em relação aos adultos. De acordo com o argumento proposto neste artigo, a maior rigidez salarial provocada pela estabilização da inflação e o elevado grau de incerteza dos empregadores sobre a produtividade dos trabalhadores mais jovens foram importantes para explicar esse resultado. Como parte das informações sobre a produtividade é revelada com a experiência no mercado de trabalho, a estabilização deve ter limitado a capacidade das firmas ajustarem o salário real à medida que adquirem mais informações sobre os trabalhadores jovens. Com isso, os ajustes nas situações em que a produtividade do trabalhador se revela inferior ao salário real passam a ser feitos através do emprego. Usando dados da PNAD para o período de 1981 a 2002 são encontradas evidências consistentes com esse argumento, já que reduções na taxa de inflação parecem ter aumentado o desemprego e reduzido a duração média do emprego de todos os grupos etários, mas de maneira mais acentuada para os trabalhadores jovens.Following the inflation stabilization with the Real Plan in 1994, the youth unemployment rate in Brazil increased substantially relative to prime-age adult workers. A idéia, conhecida como partilha do trabalho (work-sharing),é que a redução de jornada permitiria que o mesmo trabalho fosse repartido por mais trabalhadores. No entanto, a maior parte dos artigos contesta a base teórica e a observação empírica de ocorrência de partilha do trabalho. O objetivo deste artigoé estudar os efeitos da redução de jornada prescrita pela Constituição de 1988, de 48 para 44 horas por semana, sobre o mercado de trabalho no Brasil. Os resultados do exercício empírico mostram que as alterações da Constituição, referentesà jornada de trabalho, provocaram uma queda da jornada efetiva de trabalho, não aumentaram a probabilidade de o trabalhador afetado pela mudança ficar desempregado em 1989 (quando comparada a outros anos), diminuíram a probabilidade de o trabalhador afetado de ficar sem emprego em 1989 (o que inclui os que saíram da força de trabalho) e implicaram um aumento do salário real horário (apesar de menor do que o observado para trabalhadores que reduziram a jornada em outros anos). Esses resultados indicam que, no curto prazo (nos 12 meses seguintesà mudança constitucional), a redução de jornada não teve efeitos negativos sobre o emprego.* Artigo recebido
This paper analyses the structure of the Brazilian Labour Code (CLT), the changes introduced since its approval in 1943, emphasizing the new Federal Constitution of 1988, the costs of labour and of dismissals for employers, the structure of union organizations, the regulation of collective bargaining and capital labour conflicts, and the process of wages determination. We also analyze the evolution of strike activity, and the evolution of wage differentials and functional distribution of income between profits and wages in industry in the last 15 years.
A relação entre qualificação e taxa de desemprego no Brasil tem o formato de U-invertido e a taxa de desemprego dos jovens é 2,5 vezes maior do que dos demais trabalhadores. O argumento proposto nesse artigo para explicar esses dois fatos é que os níveis mais elevados de desemprego entre semi-qualificados e jovens decorrem de um problema de assimetria de informação no mercado de trabalho. A assimetria de informação deve ser maior para os semi-qualificados porque, além desse grupo ser muito heterogêneo, os empregadores têm mais dificuldade para inferir sobre a produtividade desses trabalhadores com base nas informações sobre escolaridade. A assimetria de informação também deve ser maior para os jovens, pois uma parte das características produtivas do trabalhador costuma ser revelada com a experiência no mercado de trabalho. Supondo que a assimetria de informação seja refletida em rendimentos mais homogêneos, as evidências empíricas são consistentes com o argumento proposto no artigo. Os empregadores parecem possuir menos informações sobre as características produtivas de trabalhadores mais jovens e semi-qualificados, e maiores assimetrias de informação estão associadas a taxas de desemprego mais elevadas.
The relationship between skill and unemployment rate is an inverted U-shape and youth unemployment rate is 2.5 higher than adult unemployment rate in Brazil. This paper argues that these facts are due to asymmetric information in the labor market. Semi-skilled workers have higher asymmetric information because they are a very heterogeneous group and their educational level offers little information to the employer about the worker's productivity ability. The asymmetric information is higher for young workers because some information about the productivity is revealed as the worker accumulates experience in the labor market. Assuming that asymmetric information leads to homogeneous wages, the evidences are consistent with our hypothesis. The employers have less information about the young and semi-skilled productivities and asymmetric information is positively correlated with unemployment rate
