E FORMA MUITO sintética podemos dizer que nossas pesquisas no âmbito do Projeto Rurbano (1) nas suas fases I e II (2) contribuíram para derrubar alguns velhos mitos sobre o mundo rural brasileiro, mas que, infelizmente, podem estar servindo para criar outros novos. Apresentaremos a seguir o que julgamos ser as principais conclusões obtidas pela pesquisa até o momento e um listado do que estamos nos propondo a pesquisar na fase III, iniciada em maio de 2001 e que se prolongará ate 2003. Os velhos mitos "O rural é sinônimo de atraso" Mostramos que o rural não se opõe ao urbano enquanto símbolo da modernidade. Há no rural brasileiro ainda muito do atraso, da violência, por razões em parte históricas, relacionadas com a forma como foi feita a nossa colonização, baseada em grandes propriedades com trabalho escravo.
DESAFIO DA FOME encontrou seu espaço na agenda nacional e já se destaca como uma das preocupações mais importantes da opinião pública brasileira. Levantamento do Datafolha (9/4/2003) indica que a atenção ao tema saltou de 6% em setembro de 2002 para 22% em abril último. Agora, só o desemprego o supera na hierarquia das prioridades nacionais. A mesma pesquisa indica que a melhor avaliação do governo Lula, nos cem primeiros dias de mandato, resultou de ações relativas ao combate à fome e à miséria.Não é pouco. Afinal, trata-se de uma equação delicada. Como diz o próprio Presidente da República, o Programa Fome Zero, prioridade de sua gestão, "é tão complexo quanto o problema que pretende atacar". É fácil partilhar essa observação. A fome é a manifestação mais aguda de uma teia de privações. Por isso, é necessário um conjunto de entendimentos prévios para avaliar a sua abrangência e, ao mesmo tempo, sua especificidade e metas correspondentes. Para facilitar esta compreensão, abordarei três temas neste artigo. O primeiro é a necessidade do cumprimento de um preceito moral e legal -o direito humano à alimentação. O segundo é a dupla dimensão -emergencial e estrutural -requerida de um programa dessa natureza, o que credencia o Fome Zero a se tornar o espaço de articulação das políticas sociais brasileiras. Finalmente, o terceiro aspecto refere-se ao caráter mobilizador deste programa, cujo êxito depende muito da parceria solidária da sociedade civil.A Medida Provisória de primeiro de janeiro deste ano, que criou o Ministério Extraordinário de Segurança Alimentar e Combate à Fome (Mesa), contempla esse tripé estratégico ao descrever as atribuições do programa: I -Formular e coordenar a implementação da Política Nacional de Segurança Alimentar e Combate à Fome; II -Articular a participação da sociedade civil no estabelecimento de diretrizes para essa política; III -Estabelecer diretrizes, supervisionar e acompanhar a implementação de políticas no âmbito da Política Nacional de Segurança Alimentar e Nutricional.Faço questão de mencionar essas especificidades institucionais. Elas são importantes para que se compreenda a natureza híbrida do Mesa. Trata-se, ao mesmo tempo de uma pasta de implementação de ações e políticas específicas de segurança alimentar; mas também -e muito -de um ministério articulador de iniciativas de competência de outras pastas e instituições da sociedade civil.
Na verdade, sabemos muito pouco dessa pandemia e menos ainda dos seus impactos, com exceção de que temos de ficar em casa com medo de morrer. Nem isso infelizmente é consensual... Frente a situações de incertezas, o importante não é ter sempre respostas do tipo “eu acho”, mas fazer as perguntas certas. Assim temos chance de chegar às respostas certas... Por isso vou iniciar com as perguntas que me parecem são as mais relevantes nesse momento.
