A preocupação em relação à adoção de novas posturas no serviço público pautadas pelo comportamento focado na sustentabilidade do Planeta, bem como na adoção de processos mais racionais no serviço público, lança o seguinte problema: a adoção de critérios sustentáveis tem sido uma realidade na administração pública? Sendo assim, decidiu-se realizar essa pesquisa a partir de referencial teórico e do acesso aos dados secundários disponibilizados no sistema de licitação da Universidade e no comprasnet; com o objetivo de analisar a aplicação de licitações sustentáveis em instituições de ensino superior públicas. O método utilizado foi o dedutivo partindo da análise dos processos administrativos e do comportamento dos servidores públicos e revisão bibliográfica. Verificou-se um subaproveitamento dessa figura legal que aponta para a necessidade urgente de uma mudança de postura na administração pública federal, através de um planejamento baseado numa reestruturação de prioridades em termos de compras públicas.
O poder público tem um papel preponderante na promoção de políticas públicas que contribuam para o desenvolvimento sustentável; e uma das estratégias é utilizar o seu poder de compra para adquirir bens, obras e serviços com a adoção de critérios de sustentabilidade nas licitações públicas, com vistas a interferir na mudança de comportamento da produção e do consumo dos mercados. Assim, o objetivo da nossa pesquisa foi fazer um diagnóstico das compras públicas sustentáveis na Universidade Federal de Campina Grande (UFCG), analisar os aspectos envolvidos e os principais empecilhos no avanço desse processo. Para o levantamento dos dados utilizou se de pesquisa bibliográfica, documental e exploratória, combinadas. Os principais achados foram que, apesar da existência de um marco legal definido, ainda é muito baixo o índice de compras com sustentabilidade ambiental na UFCG, com predominância para a variável econômica e em alguns casos social; não existe uma política de compra sustentável claramente definida na maioria das instituições, e que as ações que existem são pontuais e pouco planejadas; falta uma política de capacitação continuada de pessoal e tomada de decisão de gestão, entre outras.
