Before 1988, the demands of Black rural communities were diluted in the agenda of social struggles of wider categories such as rural workers. With the promulgation of the Constitution, the emergence of the term "remaining Quilombo communities" gave rise to a specific set of demands. in this scenario, the role of social scientists in the production of expert reports and academic works became a central aspect in the discussion of perceptions about the term "Quilombo". taking this into consideration, we analyze the experience of researchers from the new social Cartography of the Amazon project (PnCsA, in portuguese) and their social relations with salvaterra's Quilombo communities, Marajó island, Pará, who participated in workshops for the production of maps which resulted in a booklet entitled Quilombolas da ilha de Marajó: Pará. We aimed at investigating, based on data collection and field research, how the relations between the cartography actors became political tools in the struggle for the latter's social-territorial rights and their political organizing following the social cartography process. We point out that the social relations between the PnCsA and the Quilombo communities are characterized, on the one hand, as means for questioning the historical forms of disrespect and injustice and as mechanisms of politicizing the Quilombo social movement. on the other hand, as affirmation and academic consolidation of the Project's research practice.
Real-world political discussions usually mix reason-giving and storytelling in complex ways, but the interplay between these practices remains essentially unexamined. This article builds a theoretical argument based on a systemic approach for investigating such forms of communication in institutionally organized forums and informal settings alike. It contends that generalizations should not be made about the role of giving reasons and telling stories for good deliberation. A distinctive analytical framework is developed for examining these practices when deliberation is high quality, low quality, or changing (high to low or low to high). Drawing on data about discussions on reducing the criminal responsibility age in Brazil in legislative public hearings and face-to-face groups, the analysis uncovers variations in the structure of reasons and stories and shifts in their functions in optimal and suboptimal moments of deliberation. By incorporating the pragmatic dimension of interactions into the analysis, this paper contributes to advancing comparative analyses in different contexts.
The notion of equality is central to public deliberation, but few researches have examined how participants construct interactions in face-to-face group discussion involving unequal conditions of authority. This study analyses discussion between slum residents and police officers in Brazil, focusing on both reciprocal and hierarchical relationships in the flow of deliberation. It contributes to explain that the expression of authority is far from straightforward. Looking at a range of authority sources (expertise, functional position, tradition, life experience) that serve to situate and re-situate participants in relation to each other in discussion dynamics helps clarifying what goes on in deliberative moments. Findings reveal that personal experiences prevail in deliberative moments whereas functional credentials predominate in non-deliberative ones. Yet, the case demonstrates that functional authority is not necessarily dominative but can be combined with certain behaviors (such as empathetic imagination, search for commonalities and self-criticism) that lead to reciprocal interactions. This study provides important insights for organizing deliberation more effectively in contexts of fear, mistrust and resentment.
Diante da pandemia da COVID-19, o acesso à informação de qualidade tornou-se elemento fundamental na manutenção das condições básicas de saúde. Neste artigo discutimos a importância do jornalismo nos chamados desertos de notícias. Partimos da realidade da cidade de Rondon do Pará, Sudeste paraense, Brasil, para analisar como a escassez de informação jornalística impacta o conhecimento da realidade local, especialmente durante a pandemia. Assumimos a premissa de que o jornalismo, fundamentado em princípios e critérios específicos, tende a produzir informações mais qualificadas do que aquelas difusas em ambientes digitais informais. Assim, nossa hipótese é a de que, em locais com meios jornalísticos diversos, há maior espaço para promoção da cidadania, uma vez que as comunidades podem ter bons subsídios para a tomada de decisões. Embora utilizemos dados quantitativos, nossa metodologia é eminentemente qualitativa, fundamentada em entrevistas semi-estruturadas com cidadãos rondonenses, e em observação participante, com nossa experiência na rotina de produção do portal Rondon Notícias. Fundamentadas em conceitos como jornalismo comunitário, regional, desinformação e comunicação para mudança social, observamos a relevância do jornalismo em sociedades periféricas como uma questão de cidadania e de desenvolvimento. Nossa análise aponta, entre outras questões, que em comunidades com pouca tradição de mídias locais, os cidadãos não conseguem diferenciar as informações jornalísticas de outros tipos, diminuindo as chances de estarem bem informados e, em última análise, acessarem sua condição de cidadãos. E, além de não compreenderem a importância da informação local, também não se dispõem como fontes, o que dificulta o exercício do jornalismo nesses espaços
Este artigo faz um esforço exploratório de mapear as principais implicações epistemológicas e metodológicas de recentes desenvolvimentos tecnológicos para as pesquisas da Comunicação. São eles: a popularização do computador pessoal, a da internet e o surgimento das ferramentas características da Web 2.0. A partir desse mapeamento, traçamos uma tipologia ao identificarmos tendências entre os estudos contemporâneos que fazem uso de técnicas computacionais de coleta e análise de dados, buscando indicar desafios e caminhos para evitar um possível tecnicismo de tais métodos. Nosso trabalho destaca críticas que têm surgido entre pesquisadores das ciências humanas e sociais que problematizam valores e práticas de pesquisa reforçados pelo fetiche quantitativo e deslumbramento com a era de dados abundantes que vivemos. Um dos nossos principais argumentos é o de que metodologias híbridas são umas das melhores soluções para nos beneficiarmos humanamente da virada computacional em nosso campo.
