Na abordagem das capacitações de Sen (1981, 1985, 2000, 2001), a pobreza significa privação em diferentes aspectos da vida. O objetivo deste estudo é mensurar a pobreza multidimensional nos municípios da Região Nordeste por meio da teoria dos conjuntos fuzzy e dados do Censo Demográfico (IBGE, 2010). São utilizados 19 indicadores (funcionamentos) distribuídos em quatro dimensões: educação, saúde, condições habitacionais e renda. Os resultados indicam pobreza, com destaque nas dimensões da renda e da educação, principalmente nos estados de Maranhão, Alagoas, Piauí e Paraíba. Políticas de redução da pobreza precisam considerar quais são as privações sofridas pelas pessoas e as particularidades do local onde vivem.
O principal objetivo deste artigo é mostrar que as medidas multidimensionais de pobreza são importantes para a administração pública, tendo em vista que apresentam diferentes características das pessoas pobres a serem atendidas por políticas públicas. Através dessas medidas, é possível identificar as dimensões de vida em que a população é mais privada e, consequentemente, focalizar as políticas para melhor suprir essas necessidades. Para tanto, o artigo fundamenta-se conceitualmente na Abordagem das Capacitações de Sen (1985, 2000, 2001) e apresenta uma medida multidimensional de pobreza construída para o município de Palmeira das Missões (RS), a partir de um instrumento de pesquisa baseado nos trabalhos de Barros, Carvalho e Franco (2003) e Santos (2007). Os resultados demonstram que a pobreza vista de uma perspectiva mais ampla, como a medida calculada para o município de Palmeira das Missões, pode apontar uma realidade diferente para a dinâmica da pobreza e, dessa forma, alterar o foco da política de combate à pobreza para ser mais efetiva. Nesse sentido, as medidas multidimensionais de pobreza são relevantes para a administração pública, uma vez que caracterizam melhor a realidade, auxiliando no entendimento de suas causas e na proposta de políticas.
ResumoA pobreza tem sido objeto de muitos estudos nos últimos anos e as análises têm evoluído de uma análise tradicional, baseada em dados quantitativos e medidas unidimensionais, representadas pela linha de pobreza, para uma análise mais qualitativa e multidimensional.Considerando as diversas dimensões nas quais os indivíduos sofrem privações, sem negar a importância da renda monetária, o objetivo do presente trabalho é apresentar os aspectos qualitativos da pobreza, por meio da identificação das dimensões de vida mais valoradas pelas próprias pessoas. RESUMOEm 2014 os produtos primários representaram quase a metade das exportações brasileiras. O setor agropecuário foi o setor responsável pela maior parte deste resultado, devido principalmente ao aumento da produtividade, a expansão das áreas de cultivo e ao crescimento do consumo doméstico e externo. Apesar do bom desempenho, os produtores do setor agropecuário precisam administrar os riscos que envolvem a produção. Desse modo, este estudo tem como objetivo estimar o risco sistemático de cinco produtos agrícolas mais produzidos no Brasil, açúcar, café, milho, trigo e soja, em relação aos fatores de mercado preço futuro internacional, Índice Bovespa, Índice S&P 500 e taxa de câmbio. São estimados o modelo de precificação de ativos (CAPM) e a teoria de precificação por arbitragem (APT) com dados diários de janeiro de 2010 a março de 2015. Os resultados mostram que os produtos apresentam sensibilidade positiva aos mercados financeiros e preços futuros e sensibilidade negativa a taxa de câmbio. Isso sugere um comportamento homogêneo dos produtos agrícolas e altamente associado às variações do mercado financeiro e cambial. ABSTRACTPrimary products account for nearly half of Brazil's exports in 2014. The agricultural sector was responsible for most of this, due to the expansion of cultivated areas, and increased productivity and consumption by Asian countries. Despite good performance, the producers from this sector must manage the risks involved in production. The aim of this study was to estimate the systematic risk of more agricultural products produced in Brazil, such as sugar, coffee, corn, wheat and soybeans, in relation to international future price, Bovespa Index, S&P 500 and the exchange rate. We estimate the asset pricing model (CAPM) and the Arbitrage Pricing Theory (APT) with daily data obtained from January 2010 to March 2015. The results indicate that the products have positive sensitivity to financial markets and future prices and negative sensitivity to exchange rate. The findings suggest that agricultural products have homogeneous behavior and are highly associated to changes in financial and foreign exchange market.
