Russia belongs to countries with high availability of natural resources, which makes it possible to meet not only their own needs, but also to export these resources. That is why rational environmental management is a problem that requires detailed study and resolution not only in our country, but throughout the world. Information on the costs of natural resources development ensures their control and rational use. This is especially true for deposits remote from developed, requiring significant costs in permafrost conditions. The methodology for generating information on the costs incurred before the start of exploration and assessment of mineral reserves, before obtaining licenses for subsoil development by subsoil users in a certain area is not reflected in any regulatory document, the effectiveness of existing methods for assessing exploration assets and costs in their practical implementation is not sufficiently studied. This problem affects the estimated judgments in the formation of exploration costs, and as a result, the sustainability of the activities of the subsoil user organization.
Subject. The article addresses the organization of foresight sessions to take into account the opinion of residents of rural areas when choosing areas of agricultural diversification that contribute to increasing the sustainability of the development of the territory of residence. Objectives. The aim is to investigate the perception of the concept of "ideal village" by the residents of a rural municipality; to test the research methodology for choosing the directions of diversification of the agricultural economy to increase the sustainability of rural development. Methods. The study employs methods of logical analysis, the communication technology of designing the image of the future. The data for the study were obtained during a foresight session by means of moderation. Results. On the territory of the "Kurumkansky district" municipality of the Republic of Buryatia, the main issue is employment of the population. Residents consider various social infrastructure facilities, like schools, kindergartens, as the main areas of employment. Among possible directions of agricultural diversification, those related to tourism, primary processing of agricultural products, landscape gardening and improvement of rural areas are highlighted. Entrepreneurship is practically not considered as a source of job creation and additional income. Conclusions. The study establishes that people choose areas of agricultural diversification that do not violate the ecology of the place of residence, enable expansion of sales markets through unrelated areas of diversification, such as tourism, primary processing of agricultural products.
The purpose of the study is to determine measures to improve the efficiency of the personnel management system in the civil service. The article highlights the issues of improving the personnel management system in the civil service, identifies the features of personnel management in the civil service, touches upon the moments of motivation and incentives for civil servants. The authors carried out a sociological study among the employees of the Ministry of Agriculture and Food of the Republic of Buryatia. Scientific novelty lies in the proposed personnel management system, which, in contrast to the existing ones, reflects the specifics of the civil service and allows the most effective management decisions of personnel management. As a result, measures were identified that are aimed at efficient, fast and convenient work of the Ministry's employees, at retaining young specialists, effective motivation and interest of personnel in labor activities.
