We discuss the theory of Psychosocial Rehabilitation proposed by Benedetto Saraceno, using the theory of Self-Organizing Systems, developed by Michel Debrun and others as a reference framework. We observe that Saraceno's proposal satisfies several aspects of self-organizing processes. However, it is not completely fit. Based on this discussion, the difficulties found in rehabilitation practice in the Mental Health area can be better understood.
Portuguese / English: www.scielo.br/reeusp RESUMO O processo da reforma psiquiátrica requer a implementação de políticas públicas que garantam a inserção laboral de portadores de transtorno mental. Para tal, é necessá-rio que o trabalho seja compreendido como promotor de autonomia, de emancipação e de cidadania. O objetivo deste estudo é refletir acerca de concepções teóricas relacionadas à inserção social pelo trabalho, a fim de explorar o campo da inclusão de portadores de transtorno mental no mundo do trabalho. Foram escolhidos os conceitos de empresa social e de economia solidária como fundamentais para o estudo. Na empresa social, o sujeito é entendido como ser social, enfocando-se seu processo de formação no sentido da emancipação. Na economia solidária, objetiva-se o desenvolvimento de uma forma de economia mais justa que tem como característica a igualdade e a solidariedade. Sugerimos que a discussão desses conceitos possa contribuir para embasar a implantação de projetos de inclusão social pelo trabalho.
The objective of this study was to discuss and reflect on Psychosocial Care for children and adolescents, as well as to point out the impasses and the main challenges in this field today. This is a reflexive essay, based on the analysis of institutional documents and notes from the scientific literature that support the theoretical contribution of Psychosocial Care and the historical path of transformations in child and adolescent mental health care in Brazil. It was possible to elucidate aspects related to the field of psychosocial care in general and child and adolescent mental health in particular, and to discuss them in order to advance in the debates regarding the supply and structure of care in the Sistema Único de Saúde. It could be possible to construct critical analyzes, producing theoretical subsidies for later studies, besides enabling the strengthening of this field for the children and adolescents.
Reafirmando nosso compromisso com a Reforma Psiquiátrica, com a produção de conhecimento científico implicado com a atenção psicossocial e com a história do movimento da Luta Antimanicomial, apresentamos nosso posicionamento referente à Nota Técnica nº 11/2019, emitida pela Coordenação Geral de Saúde Mental, Álcool e Outras Drogas-CGMAD/DAPES/SAS/MS, em 04 de fevereiro de 2019, que acelera o processo das mudanças na indução das políticas de saúde mental iniciadas no final de 2017. Embora a referida Nota já tenha sido oficialmente retirada pelo Ministério da Saúde por força das pressões sociais, compreendemos que as intenções políticas e técnicas anunciadas pela atual Coordenação Nacional de Saúde Mental continuam sendo cotidianamente atualizadas por seus posicionamentos públicos, bem como pela emissão das Portarias e Resoluções, que apontam para importantes retrocessos das Políticas de Saúde Mental brasileiras. Além disso, tomamos esta Nota como um importante dispositivo analisador 1 dos discursos e práticas psiquiátricas que ganham força a partir do crescimento, no Brasil, de uma nova "onda conservadora", um movimento de forças que tem atuado explicitamente a favor da contenção de direitos garantidos desde a Constituição de 1988 (ALMEIDA, 2017).
