Good usability and user experience are indicators to measure the quality of information system. Among multiple e-marketplace service providers, manager is expected to provide understandable and learnable service and enjoyable user experience. Jogjaplaza.id is an e-marketplace managed by local government for small medium enterprise. The aim of this paper is to measure usability and user experience of small medium enterprise towards Jogjaplaza.id. By using UEQmethod and USE Questionnaire, it could be concluded that Jogjaplaza.id is easy to understand and to learn. Jogjaplaza.id shows positive evaluation for pragmatic and hedonic aspects. However, users perceive lower level of innovation at Jogjaplaza.id. Users assume that the service provided by Jogjaplaza.id is not supporting e-commerce transaction although it is enjoyable and easy to use.
The existing smart city model has been able to identify dimensions and enabler components. This makes the smart city implementation work, but it is unable to measure the maturity and prepare a strategy for the city. Regional characteristics has become prerequisite for the implementation of a model that refers to large cities with established infrastructure. Many cities and regencies have taken the initiative to realize smart city but there is no comprehensive self-evaluation model available to measure the level of maturity. The aim of this research is to create a model and indicators of integrated smart city in accordance with the characteristics of cities and districts in Indonesia. The Smart Sustainable City Framework (SSCF) model is a self-measuring model of the maturity level of the smart city enabler components, the priority level of the smart city dimensions, and the level of availability of indicator data that can be used by local governments. The SSCF model consists of enabler components dan dimensions. The enabler component is a core component that is driven by local governments, including governance and technology. While the dimensions include smart mobility, smart governance, smart environment, smart living, smart people, and smart economy. With these measurements, it is hoped that local governments will have a comprehensive description and measurement results at the time of measurement to formulate a strategy for implementing smart city in their regions.

PENDAHULUAN Informasi dan komunikasi tidak semata menjadi kebutuhan, tetapi telah menjadi tuntutan keterhubungan satu sama lain (get connected). Perangkat teknologi informasi berkembang pesat dengan menampilkan fitur layanan yang lebih kompleks dan lengkap. Transmisi data saat ini tidak sekadar teks dan suara, tetapi telah mampu menyediakan layanan transmisi multimedia melalui berbagai perangkat (any devices) baik telepon seluler, komputer jinjing, maupun PC tablet. Dukungan ketersediaan layanan transmisi multimedia ini mampu dihadirkan melalui perkembangan jaringan telekomunikasi, informasi, dan penyiaran yang konvergen.Internet merupakan salah satu layanan yang diakses banyak pengguna melalui berbagai perangkat baik secara fixed maupun mobile. Akses internet secara mobile terhitung lebih tinggi karena semua perangkat yang tersedia di pasaran menyediakan fitur ini. Berdasarkan data International Telecommunication Union, ITU (2010), pengguna internet di Indonesia mencapai 9,1 pengguna per 100 penduduk atau sekitar 21, 6 juta pengguna (berdasarkan data BPS 2010, jumlah penduduk Indonesia tahun 2010 sebanyak 237.556.363 jiwa). Kemudian, pengguna jasa mobile seluler di tahun 2010 mencapai 220 juta atau 91,7 pengguna per 100 penduduk. Tingginya penetrasi layanan seluler didukung oleh perkembangan infrastruktur komunikasi yang memberikan kualitas layanan transmisi data lebih baik.Saat ini, Indonesia telah mengembangkan dan memasarkan layanan Broadband Wireless Access (M-BWA) yang memberikan kecepatan transmisi data lebih tinggi dan kapasitas data lebih besar.
