A pesquisa busca entender o impacto da violência política e da violência urbana na participação política de ativistas negros no estado do Rio de Janeiro, bem como o entrelaçamento dessas maneiras de violência racial. Foram feitas entrevistas semiestruturadas com 11 militantes de organizações políticas e movimentos sociais. O texto aborda o papel do Estado para aprofundar as desigualdades políticas através do uso da violência como forma de dominação. A partir do material empírico, conclui-se que a violência nos territórios é um desestímulo para o associativismo negro porque cria um significado coletivo para a população negra e, por essa razão, se expressa de maneira tão explícita e fisicamente violenta. Existe um esforço de grupos milicianos e de policiais para silenciar os militantes através do uso do medo como ferramenta para a construção do sentido de ser militante.
Neste artigo investigamos o enquadramento e as disputas discursivas em torno das polícias e dos casos de racismo policial. Qual a posição dos parlamentares sobre os casos de violência policial? Nosso objetivo, para além de ter um panorama geral, é mapear a racionalidade dos discursos que utilizam o populismo penal como retórica. Para levantar o pensamento dos parlamentares, foi feita uma pesquisa nos discursos parlamentares da Câmara dos Deputados entre os anos de 2019 e 2021 e o referencial teórico-metodológico empregado é a Análise Crítica de Discurso (ADC). Concluímos que, de forma geral, nos casos de violência policial contra pessoas não taxadas de “criminosas” (os “inocentes”), os parlamentares de direita fizeram discursos de pesar, mas advertindo para a culpa do crime em colocá-los em meio à guerra. Por sua vez, quando a vítima era supostamente “criminosa”, através de estereótipos de “meliantes”, “bandidos” e “marginais” eles remontam padrões de uma forma falsamente “neutra”, racialmente criados por meio do sistema de justiça criminal. Por outro lado, parlamentares alinhados à esquerda condenaram a violência policial e ligaram os casos ao processo de escravidão de pessoas negras e ao racismo estrutural.
