During the first decade of the 21st century, Latin America experienced an intense economic growth that increased access in the school system. In this context, the paper analyzes four different programs from Bolivia (Intercultural Community Indigenous Universities), Brazil (Quotas´ Law), Chile (Follow up and Effective Access to Higher Education Program) and Ecuador (Scholarship Program based on Quotas) aimed at improving the participation of marginalized students in the university from three different perspectives. First, conceptually, the paper analyzes the governance of these programs in terms of what are the institutional arrangements that define who is responsible for solving this source of inequality in higher education. Second, the study looks at the concepts of equality, fairness, merit, need and diversity behind the different initiatives presented, using the social justice debate. Thirdly, the paper uses the framework of analysis of different types of access programs to study the scope, components and arrangements of the policies. The results show a high level of heterogeneity in the characteristics and focuses of the programs, which allows to deepen the discussion on the role of access to higher education in the region.
RESUMENEl presente artículo indaga en la importancia de la educación inclusiva en la formación inicial docente en tres programas de Pedagogía en Educación Básica del sistema de educación superior chileno, que incorporan elementos de la educación inclusiva en sus descripciones y perfiles de egreso. Específicamente, la investigación busca conocer cómo se entiende la educación inclusiva en el diseño curricular de estos programas y de qué manera estos incluyen esta dimensión dentro de los procesos formativos que llevan a cabo. A través de una metodología de métodos mixtos, se realiza un análisis de los perfiles de egreso y de las mallas curriculares de cada programa, que se contrastan con los discursos de actores clave de cada uno de ellos. Los resultados muestran que la mayoría desarrolla una aproximación hacia la educación inclusiva basada en el discurso por sobre la implementación de prácticas pedagógicas concretas y en una incorporación parcializada y específica en algunas asignaturas. Adicionalmente, no existen altos niveles de coherencia interna respecto de qué se entiende por educación inclusiva y cómo esta se debe desarrollar para la formación inicial del profesorado en los programas analizados.Palabras clave: Chile, educación inclusiva, formación inicial docente, métodos mixtos.

Considerando los cambios políticos, sociales y económicos provocados por el COVID-19, el artículo estudia cómo la pandemia ha transformado las condiciones de los y las “trabajadoras/es sociales de primera línea”, esto es, de las y los trabajadoras/es sociales que implementan directamente los programas sociales en Chile. A través de una encuesta on-line y usando análisis bivariados, análisis de correspondencia múltiples y análisis de clústeres, el artículo presenta tres principales resultados: i) que las y los trabajadoras/es sociales han jugado un rol activo durante la pandemia, a través de la continuación de los programas sociales y la adaptación de estos al nuevo contexto sanitario; ii) que si bien parte importante de las y los trabajadoras/es sociales que implementan programas no han cambiado mayormente sus condiciones de trabajo, si hay algunos grupos (los más jóvenes y más precarizados) que estarían siendo afectados por este fenómeno y; iii) que se visualizan algunas diferencias en la forma de implementación de los cambios según la institución que implementa los programas, lo que permite discutir sobre el modelo de implementación de la política social hegemónica en el país.
