According to the National Development Planning Agency (Bappenas), the limited budget of the Government of Indonesia to improve public facilities can be resolved through the approach of Public-Private Partnership (PPP). PPP beneficial for the parties involved in such cooperation, among others, the transfer of technology, transfer of risk, and increase accountability. Until now, the PPP has not involve the active participation of the community, it is necessary to add an element of society in the so-called Public-Private-Community Partnership (PPCP). This study aims to investigate Critical Success Factors (CSF) of PPCP. CSF of PPCP obtained from the literature study of PPP. Respondents came from the regency/city level agency heads such as: the private sector at management level, party people represented by Indigenous Chairman (bendesa adat), penyarikan (secretary) and juru raksa (treasurer). Data of the questionnaire results collected resulted in a significant index (rate of interest) and subsequently analyzed with the "factor analysis" to determine CSF of PPCP. This study resulted in CSF of PPCP by incorporating local communities into the PPP, which is an improvement proposal for Decree No. 13 of 2007 about cooperation between the government and the private sector in infrastructure. From the results of a factor analysis, obtained the nine CSF are: socio-cultural factors (values diversity of 29.914%), legal factors (14.198%), procurement factor (5.330%), risk factors (4.956%), a consortium factor (4.312%), technical factors (3.951%), economic factors (3.643%), financial factors (3.241%), and technological factors (3.224%).
Documents received during the tender, are in the form of drawings, specifications, bill of quantity (BQ), and the general terms of the contract. Tender activity will bring a variety of risks during the project implementation, and this research is done to identify and assessment of risks, mitigating risk and determining the ownership of the dominant risk.The research was conducted on a private building construction project at Badung Regency in Bali, by using a qualitative method and data collection was done through interview, brainstorming with experts and questionnaires. Among the 39 risk identified, 15 risks were obtained from the previous research, and the remaining 24 risks in this research.The results of this risk assessment were that 18 risks (46.2%) categorized into unacceptable, that include: the addition items of work, the drawing does not match with plan, and the changes in the material specifications. Risk assessment fell into the undesirable category that 21 risks (53.8%), including the mismatch information from planners, the arithmetic error, and materials used were not available on the market. Mitigation was done to dominant risk, among others by reassessing, submitting the contract change order, and asking questions. The biggest risk of ownership was the contractor, namely 39 risks with 18 unacceptable and 21 undesirable risks, this mean, problems associated with tender documents should receive the attention to contractors, planner consultants, owners and Quantity Surveyor (QS) consultants. Contractors as the recipient of the biggest risk were expected to increase the competence of those involved in the tender process.
Paper ini mengusulkan contrast stretching sebagai perbaikan kualitas citra untuk meningkatkan hasil segmentasi pada proses segmentasi video. Data video yang digunakan merupakan video pemantauan aktifitas pergerakan garis pantai. Frame dari video yang digunakan memiliki komposisi cahaya matahari berbeda-beda sesuai dengan waktu akuisisi data. Dibutuhkan suatu teknik untuk mengatasi pengaruh cahaya matahari pada frame video. Contrast stretching diimplementasikan untuk memperbaiki nilai kontras pada frame sehingga obyek pada frame terlihat jelas. Dengan obyek yang terlihat jelas pada frame dapat meningkatkan hasil dari proses segmentasi. Pengujian implementasi contrast stretching sebagai preprocessing pada proses segmentasi dilakukan dengan metode silhouette coefficient. Implementasi contrast stretching sebagai preprocessing dalam segmentasi citra dapat menghasilkan segmentasi lebih baik dibandingkan tanpa preprocessing. Hal tersebut dinyatakan berdasarkan nilai silhouette width dari masing-masing hasil segmentasi citra.
Bali Island is well-known tourist destination in the world. As well as Bali Island, several small islands amongst Bali Island such as Nusa Penida, Nusa Lembongan and Nusa Ceningan have good potential for tourist destination. Infrastructure for inter-islands transportation which is located in Southern Bali needs to be improved to support the economy in such region. Various issues are found in improving the infrastructure provision which is related to existing harbor infrastructure such as lack of support from the relevant institutional and port site selection. This study reviewed the factors considered in the development of infrastructure for marine transportation. Supports from relevant institutions, improved infrastructure, transportation network construction, and support then participation of local communities are the factors which can use as strategies and recommendation in strengthening the marine transportation.
