Based on the data obtained from wordometers per April 2021, coronavirus infection cases throughout the world reached 141,982,642 cases. 3,032,005 people died and 120,513,, Indonesia has implemented Social Distancing and Rapid Test. The government has issued some regulations related to the Large-Scale Social Restrictions (known as PSBB/Pembatasan Sosial Berskala Besar). At the end of January 2020, China has immediately and assertively locked down Wuhan, a city with a total population of 11 million people. It was the biggest lockdown made throughout history. The problem in this research is how the governments Indonesia and China dealt with Covid-19 in its incipient phase. This research used a qualitative method based on the randomly-selected mapped news in accordance with the research focus and social distancing regulations enforced in Indonesia and China. Furthermore, those materials were systematically classified to prove that social distancing regulations can well reduce the spread of Covid-19 both in Indonesia and China. The research results show that the COVID-19 handling in each country is different.
This study provides an overview of the principles of good governance in health services in Indonesia. This needs to be known considering that health services are a constitutional right for citizens and their services must be carried out as well as possible. Providing health services is a state obligation and getting good and guaranteed health services are the right of citizens. This research is normative-legal research using statute, comparative and conceptual approaches. The results show the principles of good governance in health services that are reflected in the principles of participation, the principles of openness and transparency, the principles of effectiveness and efficiency, and the principles of accountability. Providing health services and covering all health insurance costs for the poor and underprivileged will automatically unconditionally be the responsibility of the government following the mandate of the constitution.
As the government in the port, the harbormaster has the responsibility to guarantee the safety and security of shipping. In shipping, the harbormaster, shipowner and captain are the trident of the security and safety of shipping. This research is a normative-legal research using a statute, comparative and conceptual approaches. The research results indicate that the concept of limiting the responsibility of a harbormaster in a ship accident is a ship accident not necessarily a criminal offense prior to the preliminary examination by the harbormaster and a further examination by the shipping court, if the results of the examination indicate a criminal act, the parties The police can conduct investigations into ship accident events based on the results of the examination by the harbormaster and the shipping court. In the event of a ship accident, the harbormaster has a relative or limited responsibility to the fulfillment and compliance of the implementation of maritime safety, security and safety of shipping in the form of the issuance of a sailing approval letter for ships leaving the port in accordance with applicable rules and procedures so that the harbormaster is not absolutely responsible for the circumstances that occur after the ship leaves port, but it has become the authority and responsibility of the ship commander. Pengabdian kepada masyarakat dilakukan di balai warga Kelurahan Cilandak Barat Kota Jakarta Selatan. Pengabdian ini memiliki tujuan jangka panjang yang mana dengan adanya program penyuluhan hukum ini diharapkan dapat memberikan rasa kesadaran dan pemahaman terhadap prosedur transaksi elektronik dengan sistem Cash On Delivery, serta seluruh warga di Kelurahan Cilandak Barat Kota Jakarta Selatan mampu untuk menyerap dan mengimplementasikan pengetahuan tentang perlindungan terhadap kurir dalam sistem pembayaran Cash On Delivery. Pengabdian kepada masyarakat ini menggunakan metode ceramah, penyuluhan, dan diskusi. Apabila program ini dapat berjalan dengan baik bagi Masyarakat di Kelurahan Cilandak Barat Kota Jakarta Selatan, maka besar harapan penyusun agar program ini juga dapat dilaksanakan di seluruh kelurahan yang ada di Provinsi D.K.I. Jakarta. Adapun target khusus yang dimaksud adalah agar warga siap menuju era digital yang semua aktivitas dilakukan dengan digital atau online termasuk dalam bertransaksi. Hasil dari pengabdian kepada masyarakat ini adalah masyarakat Kelurahan Cilandak Barat Kota Jakarta Selatan memahami akibat hukum sistem Cash On Delivery yang dibuktikan dari kuisioner pada Pretest dan Posttest.
