BackgroundThis article aims to discuss the incorporation of traditional time in the construction of a management scenario for pink shrimp in the Patos Lagoon estuary (RS), Brazil. To meet this objective, two procedures have been adopted; one at a conceptual level and another at a methodological level. At the conceptual level, the concept of traditional time as a form of traditional ecological knowledge (TEK) was adopted.MethodAt the methodological level, we conduct a wide literature review of the scientific knowledge (SK) that guides recommendations for pink shrimp management by restricting the fishing season in the Patos Lagoon estuary; in addition, we review the ethno-scientific literature which describes traditional calendars as a management base for artisanal fishers in the Patos Lagoon estuary.ResultsResults demonstrate that TEK and SK describe similar estuarine biological processes, but are incommensurable at a resource management level. On the other hand, the construction of a “management scenario” for pink shrimp is possible through the development of “criteria for hierarchies of validity” which arise from a productive dialog between SK and TEK.ConclusionsThe commensurable and the incommensurable levels reveal different basis of time-space perceptions between traditional ecological knowledge and scientific knowledge. Despite incommensurability at the management level, it is possible to establish guidelines for the construction of “management scenarios” and to support a co-management process.
A partir dos dados obtidos, foi necessário o desenvolvimento de uma proposta própria que se enquadra na perspectiva integradora de território: território como conhecimento. Segundo esta proposta, território é um espaço epistêmico produzido a partir do espaço. Com a tentativa de implementação da INC 2004, emerge um conflito ambiental territorial na produção de um espaço através do controle do uso de recursos pesqueiros no estuário da Lagoa dos Patos. O Estado Moderno, que exibe caráter colonial, opera estrategicamente sobre o espaço tentando forçar o curso da modernidade às comunidades de pesca na produção de um espaço epistêmico disciplinar. O resultado, se o Estado Moderno fosse bem sucedido em seu projeto de colonialismo cultural, seria um epistemicídio: a eliminação dos multiterritórios operados pelo CET com uma dinâmica multicalendárica em cada uma das comunidades de pesca artesanal do estuário e a sua substituição por um território operado por uma racionalidade ocidental com um ritmo mecânico através da imposição do Calendário Oficializado da INC 2004. As comunidades de pesca, por sua vez, resistem silenciosa e abertamente operando taticamente via CET na produção de espaços de R-existência. Surpreendentemente, em movimentos diagramáticos infinitos, ambos, Estado Moderno e comunidades de pesca, des-re-territorializam um ao outro.

Este ensayo revisa los alcances de la oceanografía social tal como fue presentada y discutida en la Primera Reunión de Oceanografía Social organizada en el Centro de Estudios en Geografía Humana de El Colegio de Michoacán en septiembre de 2017. La oceanografía social es un campo innovador e híbrido de estudio, situado en el umbral entre las ciencias naturales y sociales que abarca el estudio de las relaciones e interacciones de las sociedades humanas, presentes y pasadas, con el ambiente costero/marino. Dividimos el ensayo en dos secciones. Primero, describimos cronológicamente el surgimiento y evolución de la disciplina, así como un panorama contemporáneo del quehacer del oceanógrafo social y la imperante necesidad de expandir esta aproximación a todas las esferas de los estudios marinos. Finalmente, ofrecemos una síntesis de las fortalezas y retos que ofrece la oceanografía social y de cómo nos proponemos enfrentarlos a partir de la formación de un CoLaboratorio.
