La Zona Metropolitana del Valle de México (ZMVM) ha experimentado una expansión no proporcional al crecimiento poblacional. Entre otras modalidades de poblamiento, la construcción de grandes conjuntos habitacionales periféricos propicia esa expansión, imponiendo costos individuales y sociales. Se revisan aquí las características de la expansión urbana en la ZMVM y las condiciones de producción de vivienda social periférica, la pérdida de ingreso de los individuos derivada de la distancia a los centros de trabajo y, a través de un modelo de precios hedónicos, se estima el rol de esa distancia en el diferencial de precios entre la vivienda periférica y la intraurbana.AbstractThe Mexico City Metropolitan Area (MCMA) has experienced an expansion that is not proportional to population growth. Among other forms of settlement, the construction of large, peripheral housing complexes promotes this expansion, imposing individual and social costs. This paper reviews the characteristics of urban expansion in the MCMA and production conditions of peripheral social housing, individuals’ loss of income due to the distance from the workplace and, through a hedonic price model, considers the role played by this distance in the price differential between peripheral and intra-urban housing.
El programa de la política de desastres en México es revisado bajo la premisa de que ha resultado insuficiente para prevenir, de manera efectiva, la ocurrencia de desastres. La política mexicana de desastres se basa en una serie de instrumentos que inciden en los distintos momentos del desastre (de la etapa de riesgo al posdesastre), aunque hasta ahora se ha privilegiado la atención de emergencias y no se ha dado suficiente fuerza a los instrumentos y prácticas que podrían conducir a una política de gestión integral de los riesgos.
Las ciudades no son sólo uno más de los lugares donde pueden presentarse riesgos. La urbanización modifica las condiciones originales de un sitio, en ocasiones incrementando su peligrosidad, e incluso generando nuevos peligros en su apropiación del territorio. En una búsqueda por integrar la problemática de los riesgos y desastres a la planeación urbana y territorial, las sociedades se dotan de leyes, normas y reglamentos, que expresan la adopción de un enfoque de política en particular. En este texto se revisan los marcos reglamentarios en México y en Francia en materia de prevención de riesgos y desastres, con un énfasis en sus lazos con la planeación urbana. En el primero se ha privilegiado la orientación hacia la protección civil, mientras que en el segundo se han condicionado las decisiones de urbanismo a la observación de las disposiciones preventivas. Los enfoques de política son distintos en cada caso y la revisión de ambas experiencias permite prefigurar los elementos que un sistema ideal de gestión de riesgos urbanos podría contener.Abstract: Cities are not the only place where risks exists. The urbanization modifies the original conditions of a site, some times increasing the dangers or even creating new ones during its appropriation of territory. In search for integrating the problematics of risks and disasters to the urban planning, societies have developed laws, procedures and regulations, which are the expression of the prevailing policy approach. This article reviews the regulatory frames in Mexico and France regarding risks and disasters prevention, with an emphasis on its links with urban planning. In the first case, a civil protection approach has been adopted, while in the second one, the decisions on urban planning are submited to the existant preventive regulations. Policy approaches are different in each case and the review of both experiences let the reader see the elements that an ideal system of urban risks management should include.Résumé : La ville est bien plus que le lieu où les risques surviennent : l’urbanisation modifie les éléments géographiques du site, parfois en augmentant sa dangerosité et même en créant des nouveaux dangers au cours de son appropriation du territoire. À la recherche d’une intégration de la problématique des risques et catastrophes à la planification du territoire, les sociétés se sont dotées de lois, normes et procédures où s’exprime l’orientation principale de la politique adoptée. L’article fait une lecture des cadres réglementaires au Mexique et en France concernant la prévention des risques et catastrophes, en soulignant ses liens avec l’urbanisme. Dans le premier cas, une approche de protection civile est privilégiée, alors que dans le deuxième les décisions en matière d’urbanisme sont conditionnées au respect des dispositions préventives. Les approches de politique sont différentes dans les deux cas et la relecture des expériences permet de préfigurer les éléments devant être inclus dans un système idéal de gestion de risques urbains.
