Introduction: Some inappropriate cultural practices cause long-term diseases prevalent in childhood such as: acute respiratory, diarrheal, dermal and parasitic. Objectives: To describe and discuss the cultural practices of oral hygiene and hand washing in schoolchildren in a marginal urban area. Methodology: Qualitative research, with a descriptive approach, the scenario was the homes of schoolchildren aged 9 to 11 years, who reside in marginal urban areas of Ferreñafe, Peru; the sample was, 8 schoolchildren and 8 mothers, delimited by saturation and redundancy and nonprobabilistic sampling selected by snowball. Data were collected through semi-structured interviews and processed according to content analysis, applying triangulation of subjects, prior informed consent of the participants and approval of a Research Ethics Committee. El objetivo de este estudio es desarrollar un análisis crítico de lasprincipales conceptualizaciones epistémico-teóricas, y su repercusiónen el diseño e implementación de políticas sanitarias con visas degarantizar el desarrollo humano sostenible. Se utilizó el métododeductivo que permitió el análisis crítico de la política socio-sanitaria erepensar sobre futuras políticas. Para ello transitamos por elpensamiento de Hannah Arendt, Antonio Gramsci y Norberto Bobbio afin de visualizar si las políticas actuales cumplen con su fin y sentidofilosófico – epistémico que tiene la política de preservar la vida y lalibertad. Si, extrapolamos a nuestra realidad las principalesconcepciones teóricas, es visible evidenciar que, la política sociosanitaria implementada fue y es coercitiva, hegemónica, unilateral, quemitiga todo esfuerzo contra-hegemónico de justicia y libertad, en consecuencia se evidencia un Estado fuerte y una sociedad civil conprecario ejercicio de ciudadanía. Los usuarios de los servicios públicosrefieren que el sistema sanitario se encuentra en crisis, crisis ideológicay estructural, por lo que se nos presenta una invalorable oportunidad para cambiar la calidad de vida y libertad, garantizando políticas sanitarias que promuevan el desarrollo humano sostenible encumplimiento al mandato de las Organizaciones Unidas. Acompáñenoen esta tentativa de rescatar los fines y sentidos de la política eimpregnarlos en el ejercicio de las políticas públicas peruanas y latinoamericanas.
