This article presents a new theoretical approach for assessing the implementation process of transit-oriented development (TOD). Through a conceptual framework, based on the notion of the urban project as an instrument of public policy, it highlights two distinct processes at work in the implementation of every TOD project: territorialization and differentiation. The first suggests that there are necessarily discrepancies between metropolitan planning strategies and the very local nature of the TOD projects. The second suggests that implementing a TOD project is an incremental process rooted in local policy conditions that must be factored in at every phase of the implementation process.
La croissance récente du nombre d’espaces de cotravail (coworking) à Montréal pose la question de la contribution de ces espaces au processus de régénération des quartiers de la ville et, plus largement, au développement urbain durable. Cet article porte sur l’insertion des espaces de cotravail dans les quartiers montréalais en matière de cadre de vie, de mobilité et de développement économique. Notre analyse est basée sur une démarche cartographique et documentaire, sur des observations de terrain et sur l’animation d’un groupe de discussion qui a mobilisé gestionnaires d’espaces de cotravail et fonctionnaires municipaux. Les résultats montrent que le dynamisme commercial, la présence d’un écosystème d’entreprises et l’image projetée par les quartiers d’implantation sont tout aussi déterminants que des facteurs classiques de localisation des lieux de travail comme l’accessibilité et les prix de location des logements commerciaux.
