This paper aims to analyze the evolution of the agricultural minimum price guarantee policy (PGPM in Portuguese) in Brazil from 1987 through 2014 (a time period when profound changes took place in both formulation and grants of the mentioned policy) under the political economy point of view. The latter considers, among other issues, the role of interest groups, macro policy system (including the decision arenas), policy subsystems and policy networks. All of them help to understand the three major changes in PGPM during the last 20 years: (1st) the split between support programs for family farming and for non-family farming; (2nd) the less subventionary features of the new PGPM instruments that meet the non-family agriculture; and (3rd) the donor character of programs that cater to family farming.Keywords agricultural guarantee price policy; political economy; family and non-family farming.
Este trabalho procura avaliar a viabilidade de implantação do contrato futuro de trigo pela BM&FBOVESPA. Para isso, utiliza-se a teoria de sucesso e fracasso de contratos futuros como suporte teórico e metodológico para a pesquisa, a qual apresenta características consideradas necessárias à viabilidade de lançamento de um novo contrato futuro e subdivide-se em duas avaliações complementares, denominadas abordagens macro e micro. A primeira busca identificar se o mercado do trigo em grão no Brasil é adequado para se negociar o contrato futuro da commodity, enquanto a segunda avalia o perfil dos agentes da cadeia produtiva do trigo, que são os potenciais usuários desse contrato. Em geral, evidencia-se que o mercado físico do trigo atende a grande parcela dos atributos considerados necessários à implantação de um contrato futuro. No entanto, pesam contra o lançamento desse contrato o tamanho do mercado físico e a intervenção governamental, de modo que o lançamento do contrato futuro de trigo no Brasil é considerado um movimento precipitado.
O período do meu curso de doutorado foi marcado por momentos de dedicação intensa aos estudos, que exigiram a abdicação de se estar com a família e com os amigos. No entanto, foi também um período de muito aprendizado, em que pude testar alguns limites pessoais, e de autoconhecimento. Utilizo-me de uma passagem do livro "Viva a tese! Um guia de sobrevivência", de Maria Ester de Freitas (2002), para expressar um pouco dos sentimentos percebidos ao longo desse período: "Uma tese, como todo ato criador, exige-além de conhecimentos gerais e específicos-uma enorme paciência e disponibilidade psicológica para expor-se, errar, ousar, experimentar, recomeçar, modificar, observar. Trazemos em nós estranhos personagens de nós mesmos que estimulam, instigam, censuram, cerceiam, julgam, absolvem e condenam as nossas criações materiais ou intelectuais. Esses personagens, que chamo de hedonista, racional, censor e idealista, nem sempre convivem de forma harmoniosa. Eles disputam espaços, se alternam, um predomina sobre os demais em alguns momentos, porém nenhum tem o reino eterno. Passamos por momentos de grande indulgência ou de extrema severidade em relação a nós mesmos. Queremos o prazer agora e precisamos aprender a adiá-lo. [...] Uma tese tem a rara capacidade de suscitar os nossos anjos e demônios de forma tão explícita porque provoca uma longa convivência com esse embate de forças interiores e o potencializa em função de exigências externas como prazos apertados, falta de dinheiro, convites que precisam ser recusados, relacionamentos estremecidos, amigos que nos desertam temporariamente..." Muitas pessoas fizeram parte deste processo, e, mesmo distantes fisicamente, foram presença importante para esta conquista. A elas, registro aqui o meu carinho e agradecimento. Aos meus pais, Noeli e Jair, pelo incentivo e apoio contínuos, por serem meus exemplos de trabalho comprometido e dedicação ao que se faz. Resumo: O objetivo geral deste artigo é mensurar os custos sociais e orçamentários da política de garantia de preços para o arroz e o milho de 1986/87 a 2012/13. Nesse período, ocorreram importantes mudanças na Política de Garantia de Preços Mínimos (PGPM) e os dois produtos citados foram, sistematicamente, atendidos pela PGPM. Para tanto, desenvolveram-se modelos matemáticos para calcular o custo social para três políticas de garantia de preços mínimos (preço subsídio, aquisições do governo e seguro de preços) e esses custos sociais foram estimados apenas quando o preço mínimo superou o preço de mercado. Constatou-se que houve operacionalização das políticas de PGPM mesmo quando o preço mínimo esteve abaixo do preço de mercado. Ao se comparar os custos sociais com os custos orçamentários nos anos-safra supracitados, verificou-se que, de modo geral, o custo social por tonelada de arroz e de milho foi menor para o programa de seguro de preços, seguido do preço subsídio e das aquisições do governo. Esses resultados auxiliam na escolha futura de qual instrumento de PGPM se utilizar. Palavras-chaves:
Resumo"Este trabalho estima os efeitos da distância entre o Brasil e os países para os quais exporta frutas frescas e da renda dos países envolvidos nesse comércio sobre as exportações brasileiras de frutas in natura. A análise é conduzida à luz do modelo gravitacional, ferramental teórico-analítico adotado neste estudo. O modelo considera que o comércio bilateral entre países depende do produto interno bruto, contemplando fatores indicativos de oferta e demanda potencial total dos países, e da distância entre eles, que representa fator de resistência ao comércio. Os resultados encontrados são condizentes com a teoria econô-mica, ratificando o efeito negativo da distância entre os países sobre o comércio de frutas frescas e o efeito positivo do produto interno bruto dos países envolvidos no comércio".
