ResumoUma lógica setorial tem estruturado as ações do Estado brasileiro e é conhecida sua incapacidade em promover o desenvolvimento urbano justo e equilibrado. Resultado do amadurecimento e da pressão social, o Ministério das Cidades foi criado para preencher uma lacuna no que tange aos problemas urbanos, parcialmente sanados na elaboração do Estatuto da Cidade. Juntos, Estatuto e Ministério das Cidades representam a primeira experiência brasileira democrática de gestão territorial urbana, enquanto o Ministério representa um esforço institucional intersetorial jamais realizado em território nacional. Entretanto, embora tenham se passado 12 anos desde sua criação e apesar de inúmeros estudos sobre seus principais programas de financiamento, pouco se sabe a respeito da intersetorialidade entre suas secretarias, da forma como ele estabelece pontes com outros ministérios e de sua atuação em entes federativos estaduais e municipais. Assim, utilizando-se de uma metodologia investigativa baseada na análise documental e em entrevistas, este artigo procura identificar os principais avanços no Planejamento e Gestão Urbana advindos da presença do Ministério das Cidades, assim como contribuir na compreensão dos impactos deste no equilíbrio federativo. Apesar de ter encontrado consideráveis avanços na integração setorial, o estudo verificou lacunas na articulação da escala estadual com as demais, assim como um fraca participação do ente estadual nos financiamentos disponibilizados pelo Ministério das Cidades. RESUMO A qualidade da paisagem urbana é aferida por um arranjo de elementos de infra-estrutura, mas também pela percepção das pessoas frente as funções, dimensões e elementos que configuram o espaço. Neste estudo, a análise da percepção é aferida pela identificação dos elementos que são entendidos pelos usuários como significativos para a qualidade da paisagem do Parque da Gare (Passo Fundo-RS) e quais experiências são sentidas ao longo de percursos pré-definidos pelas autoras. Este percursos foram estruturados segundo as ferramentas sugeridas por Gehl e Svarre (2013), Lynch (2012) e Cullen (2006). Ao final dos percursos, entrevistas não estruturadas foram feitas a 45 voluntários. Os resultados apontaram preferências por áreas com predomínio natural (água e massa verde), sensação de segurança e elementos de identifição histórico-cultural, como os preferidos para uso.
Communities living in Latin American slums present more vulnerability of diseases, high rates of infant mortality, and low life expectancy, generally as a result of the high levels of soil contamination. Furthermore, in our case study of the 4th District of Porto Alegre, the community depends on recycling materials from waste for their livelihood. In consequence, the public spaces are used as a garbage dump, accentuating health problems and making social interactions difficult. In this context, our applied research group aims to construct social spaces, improving the inhabitants’ quality of life through participative methodologies that encourage the use of the public spaces of these districts without prejudice of the economic system based on garbage. Our strategy relies on the actions and interactions of humans and the place in sub developed urban areas.
Resumé La prise de conscience par les acteurs sociaux et politiques des enjeux environnementaux et de la nécessité de conservation de la biodiversité va conduire à de nouvelles politiques et à l'utilisation d’outils de planification territoriale novateurs comme le Schéma de Cohérence Territorial (SCoT). Le SCoT est l’instrument central de l’aménagement communautaire urbain français, qui associe le rôle d’assemblage de plusieurs politiques sectorielles et de coordination multi-scalaire aux objectifs de conception de villes durables. Il est donc souhaité que les SCoTs soient capables: (a) d’améliorer les procédures d’aménagement par l’instauration de territoires de planification mieux adaptés aux enjeux, (b) d’élargir le dialogue entre acteurs et société civile et (c) d’agir pour la “soutenabilité” des villes. Nous nous interrogeons ici sur la prise en compte de la biodiversité dans les stratégies et prescriptions mises en place par les SCoTs de la Communauté d’Agglomération de Montpellier et de la Région Urbaine Grenobloise. A partir d’une analyse empirique, nous prétendons identifier les stratégies prescrites et les limites de ces documents d’urbanisme en ce qui concerne ces stratégies et leur application, la pertinence des périmètres de projet et d’action.
