BackgroundVisceral leishmaniasis (VL) is a vector-borne disease whose factors involved in transmission are poorly understood, especially in more urban and densely populated counties. In Brazil, the VL urbanization is a challenge for the control program. The goals were to identify the greater risk areas for human VL and the risk factors involved in transmission.MethodologyThis is an ecological study on the relative risk of human VL. Spatial units of analysis were the coverage areas of the Basic Health Units (146 small-areas) of Belo Horizonte, Minas Gerais State, Brazil. Human VL cases, from 2007 to 2009 (n = 412), were obtained in the Brazilian Reportable Disease Information System. Bayesian approach was used to model the relative risk of VL including potential risk factors involved in transmission (canine infection, socioeconomic and environmental features) and to identify the small-areas of greater risk to human VL.Principal FindingsThe relative risk of VL was shown to be correlated with income, education, and the number of infected dogs per inhabitants. The estimates of relative risk of VL were higher than 1.0 in 54% of the areas (79/146). The spatial modeling highlighted 14 areas with the highest relative risk of VL and 12 of them are concentrated in the northern region of the city.ConclusionsThe spatial analysis used in this study is useful for the identification of small-areas according to risk of human VL and presents operational applicability in control and surveillance program in an urban environment with an unequal spatial distribution of the disease. Thus the frequent monitoring of relative risk of human VL in small-areas is important to direct and prioritize the actions of the control program in urban environment, especially in big cities.
25m a r i a n a /a r t i g o s podemos verificar que, ao longo dos últimos 50 anos, ocorreram pelo menos 37 desastres em barragens de mineração considerados muito graves (ver Quadro 1 na versão online). O desastre da Samarco é, dentre todos, o maior em termos de quantidade de material lançado no meio ambiente e de extensão territorial dos danos.Rico e colaboradores (3), ao analisarem 147 incidentes em barragens de mineração, apontam um conjunto de causas, das quais destacamos: a manutenção deficiente das estruturas de drenagem; ausência de monitoramento contínuo e controle durante construção e operação; crescimento das barragens sem adequados procedimentos de segurança; a sobrecarga a partir de rejeitos de mineração. Também chamam a atenção para a falta de regulamentação sobre os critérios de projetos específicos. Combinada com políticas frágeis e instituições públicas de controle e prevenção desestruturadas, constitui cenário fértil para a ocorrência de desastres no Brasil, em que anormalidades são cotidianamente transformadas em normalidades.O processo de licenciamento ambiental referente à barragem de Fundão se iniciou em 2005, sendo a primeira licença de operação (LO) concedida em 2008 -licença que se encontrava em processo de renovação no dia do rompimento. Da primeira LO até o desastre várias mudanças na estrutura da barragem de Fundão ocorreram. As modificações no projeto inicial iniciaram-se em 2012, tendo como justificativa a necessidade de um dreno, devido ao material de rejeito da mineração em estado mais líquido recebido da empresa Vale. Em 2009, teve início o plano de expansão da empresa e mais modificações no projeto inicial, realizando o recuo não previsto na estrutura da barragem. Em setembro de 2014, o engenheiro projetista da barragem alertou sobre um princípio de ruptura que apareceu após a modificação da estrutura. Em junho de 2015, a mineradora recebeu as licenças prévias e de instalação (LP e LI, respectivamente) para ampliação da barragem de Fundão, que passaria da cota de 920m de altitude para 940m e posterior unificação com a barragem de Germano, que também estava sendo alterada. A LP e a LI foram aprovadas pela Secretaria de Meio Ambiente do Estado de Minas Gerais (4).Após diversas modificações no projeto, a barragem se rompeu na cota de 898m. As causas do rompimento ainda estão sendo investigadas. Sem resultados conclusivos, encontram-se entre as hipóteses (5; 6; 7):n Entupimento do sistema de drenagem de líquido da barragem que impede infiltrações e erosões de dentro para fora da estrutura. n Existência de uma falha "princípio de ruptura", devido ao aparecimento de uma trinca. Para o engenheiro projetista da barragem, a situação era severa e necessitava de providências além das que foram tomadas pela empresa . Rio Doce e da anglo-australiana BHP-Billiton, se rompeu liberando um volume estimado de 34 milhões de metros cúbicos (m 3 ) de lama, contendo rejeitos de mineração, resultando em intensa destruição nos povoados próximos à jusante da mineradora e diversos outros impactos que se e...
The aim of this paper is to report a brief history of control actions for Visceral Leishmaniasis (VL) from 2006 to 2010 in the Sanitary District (DS) of Venda Nova, Belo Horizonte, Minas Gerais, Brazil, focusing on the use of information systems and Geographic Information System (GIS) tools. The analyses showed that the use of an automated database allied with geoprocessing tools may favor control measures of VL, especially with regard to the evaluation of control actions carried out. Descriptive analyses of control measures allowed to evaluating that the information system and GIS tools promoted greater efficiency in making decisions and planning activities. These analyses also pointed to the necessity of new approaches to the control of VL in large urban centers.
