Com a ocorrência da pandemia mundial da COVID-19 foi observado no Brasil o aparente conflito entre economia e saúde, gerando problemas na administração pública para uma tomada de decisão eficaz. O presente artigo propõe uma estrutura de gestão estratégica de primeira resposta a problemas complexos e inesperados no setor público para o reconhecimento do problema e resposta eficiente, baseados no modelo estratégico em desastres e na estrutura da complexidade institucional. Como metodologia utilizou-se a combinação sistemática da lógica abdutiva por meio da análise de notícias de jornal, analisando como os conflitos eram explicitados por meio da Classificação Hierárquica Descendente (CHD), Análise Fatorial por Correspondência (AFC) e análise do conteúdo da notícia. Como resultados observa-se: 1. A existência de 5 divisões de discurso, Pandemia, Legislativo, Pluralidade Social, Resposta Federal e Conflito; 2. A evidenciação de todas as fases iniciais (complexidade institucional, incerteza técnico-científica, falha na liderança e pluralismo social); 3. A origem do conflito não se encontrava entre economia e saúde, mas sim em um conflito político entre o governo federal e os governadores; 4. Saúde e economia foram somente ferramentas neste embate.
Resumo O artigo apresenta as ações solidárias como primeira resposta à crise Covid-19 no Brasil. Realizou-se uma busca de notícias sobre a formação de redes de solidariedade frente à situação pandêmica no país e realizada uma análise de clusters, em discussão baseada na Teoria da Dádiva. Foram identificados três grupos: cluster de ações de mitigação; cluster integrativo; e cluster de ajuda nos processos. A primeira resposta configura-se em rápida mobilização da sociedade civil para doar produtos e serviços de maneira a complementar às lacunas deixadas pelo Estado por meio de processos semelhantes aos da dádiva. Vislumbra-se uma agenda de atuação para a administração pública nos eixos: legitimidade e reconhecimento para as redes solidárias; fomento da parceria público-privada; e investimento para a ciência e tecnologia. Dentre as lições que podem ser aprendidas estão a dádiva, a cooperação e o compromisso mútuo, bem como as possibilidades para uma gestão pública efetiva e uma sociedade solidária e democrática.
A abordagem do desenvolvimento humano considera que apenas o crescimento econômico não é suficiente para explicar o progresso, que decorre de um processo maior de transformação. Neste contexto, o Índice de Desenvolvimento Humano – IDH tem se mostrado um importante indicador para apoiar o direcionamento de políticas públicas capazes de promover o progresso e aumentar a qualidade de vida das populações. Para contribuir com este debate, a presente pesquisa tem como objetivo investigar quais fatores explicam o IDH de municípios brasileiros. A partir da literatura, foram identificadas variáveis socioeconômicas com potencial relação funcional com o IDH. Por meio de análise de dados em painel de 1.292 municípios brasileiros, selecionados por posição geográfica, representatividade populacional e pela disponibilidade de dados, foram testadas as três formulações econométricas alternativas: Pooled Regression, Modelo de Efeitos Aleatórios e Modelo de Efeitos Fixos. Os resultados da regressão indicaram que as condições de energia elétrica, tamanho populacional, localização, renda e saneamento se mostraram fatores explicativos do IDH. Do ponto de vista teórico, os resultados complementaram estudos que relacionam variáveis socioeconômicas ao IDH e, em perspectiva prática, indicou caminhos para que políticos e gestores possam promover políticas públicas capazes de melhorar o desenvolvimento humano em municípios brasileiros.
Objective: To analyze how a structure-based seeding strategy can improve word-of-mouth marketing efficiency in proportional elections.Methodology: This study is quantitative and qualitative. In the quantitative phase, an egocentric social network analysis (SNA) of a candidate was conducted. Using Bonacich's degree, intermediation and power centralities, the study identified, then interviewed nine seed actors, which through the snowball technique, led to the identification of 31 other interviewees and the formation of a total network of 232 actors. In the qualitative phase, the reasons for supporting ego and alters as well as their preceding characteristics were analyzed using report content analysis.Originality / Relevance: This is a study of the characteristics of the actors along with their centrality in the strategy of seeding, spreading and maintaining the reputation of the political actor, especially candidates for proportional elections.Results: The characteristics of the most central supporters within the network reflect the bonds of trust built and deposited in the candidate, with ideology and friendship being the most prone to a more effective word-of-mouth marketing. The precedents for commitment and perceived value of word-of-mouth propensity were also verified.Theoretical / Methodological Contributions: This study includes the discussion of proportional elections in electoral marketing, highlighting the power of supporters through analysis of social network marketing. It also contributes to the analysis of the characteristics of actors in the effectiveness of seeding strategy in word-of-mouth marketing.Contributions to Management: The candidate may adopt a seeding strategy in his campaign, thereby promoting effectiveness in resource allocation, while allowing the supporter to understand the difference of his role as a supporter.
The present study starts from the paradox of the coexistence of opportunism and trust in inter-organizational relationships to analyze how opportunism and trust develop in cooperative projects between startups. To this end, six projects were analyzed through ten semi-structured interviews in the context of a multiple case study. The data were analyzed using the content analysis technique. As the main results, the coexistence of trust and opportunism was observed, and it did not threaten the continuity of cooperative projects. An interactional dynamic of opportunistic bases emerged when it was not possible to identify the integrity-based dimension of trust. Also, opportunism was not identified in projects where the integrity-based dimension existed. The study contributes to the literature on the coexistence of trust in the context of cooperation. There are no records of empirical research on the phenomenon in cooperative projects. The results also offer practical implications about the relevance of competencies that allow the management of relationships with different levels of trust and opportunism.
