Autora do livro A cidade do pensamento único. Resumo: O texto enfoca o processo de urbanização no Brasil a partir de alguns indicadores demográficos (mortalidade infantil, expectativa de vida média, fertilidade feminina), socioeconômicos (crescimento, renda, desemprego e violência) e urbanísticos (crescimento urbano e crescimento de favelas), de modo a evidenciar um quadro controverso marcado por positividades e negatividades. Diversos autores são consultados para buscar a explicação desse quadro. A urbanização da sociedade brasileira se deu no século XX, mas carrega todo o peso da "formação" da sociedade caracterizada como "defasagem e continuidade".
Apesar de sua importância econômica, política, social, demográfica, cultural, territorial e ambiental, há, nas metrópoles brasileiras, uma significativa falta de governo, evidenciada pelas incipientes iniciativas de cooperação administrativa intermunicipal e federativa. Este artigo aborda as mudanças estruturais - no processo de urbanização/ metropolização - devidas à reestruturação produtiva do capitalismo global, e, na escala nacional, trata da mudança no marco institucional - jurídico/político - que passou de concentrador e centralizador, durante o regime militar, para descentralizador e esvaziado, após a Constituição de 1988. O recuo verificado nas políticas sociais durante os anos 1980 e 1990, notadamente em transporte, habitação e saneamento, além do desmonte dos organismos metropolitanos, conduziu nossas metrópoles a um destino de banalização das tragédias urbanas. Em que pese sua urgência, a questão metropolitana não sensibiliza nenhuma força política ou instituição que lhe atribua lugar de destaque na agenda nacional.
Despite its economic, political, social, demographic, cultural, territorial and environmental importance, there is a significant lack of government in the brazilian metropolises, evidenced by the incipient initiatives of intermunicipal and federative administrative cooperation. This article analyses the structural changes - in the process of urbanization/metropolization - due to the productive restructuring of global capitalism, and, in a national scale, analyses the change in the institutional mark - legal/political - which passed from concentrator and centralizer, during the Military Regimen, to decentralized and emptied, after 1988 Constitution. The downturn verified in social policies during the years 1980 and 1990, notably in transport, housing and sanitation, besides the dismantling of the metropolitan agencies, has led our cities to the trivialization of urban tragedies. Despite its urgency, the metropolitan issue does not sensitize any political force or institution which assigns it a prominent place on the national agenda
O processo de urbanização brasileiro deu-se praticamente no século XX. No entanto, ao contrário da expectativa de muitos, o universo urbano não superou algumas características dos períodos colonial e imperial, marcados pela concentração de terra, renda e poder, pelo exercício do coronelismo ou política do favor e pela aplicação arbitrária da lei. Este texto tem como objetivo fazer uma leitura da metrópole brasileira do final do século XX destacando a relação entre desigualdade social, segregação territorial e meio ambiente, tendo como pano de fundo alguns autores que refletiram sobre a "formação" da sociedade brasileira, em especial sobre a marca da modernização com desenvolvimento do atraso. Para tanto, destaca-se o papel da aplicação da lei para manutenção de poder concentrado e de privilégios nas cidades, o qual reflete - e ao mesmo tempo promove - a desigualdade social no território urbano.
The brazilian urbanization process happened in practical terms in the XX century. Nevertless, contrary to the expectation of many, the urban universe didn't overcome some characteristics of the colonial and imperial periods marked by land, income and power concentration, by the action of "colonels" or the policy of favoritism and by an arbitrary law deployment. This paper has the objective to address the Brazilian metropolis by the end of the XX century making evident the relationship about social inequality, territorial segregation and environment, having as a reference some authors whose work reflected the Brazilian society "building", specially the mark of modernization with the development of the tardiness. In doing so, a great relevance is given to the role of the law in keeping concentrated power and privileges in the cities, which reflects - and at the same time enhances - the urban territory social inequality
