Este artigo é fruto de pesquisa intitulada Assistência Social: universalização do direito ou assistencialização?, e problematiza o significado atual da Assistência Social no enfrentamento da "questão social" no município de Campos dos Goytacazes/RJ.
1 Instituído pela Medida Provisória nº 132 de outubro de 2003, o Programa Bolsa-Família é um programa federal de transferência de renda destinado às famílias em situação de pobreza, isto é, com renda per capita mensal entre 70 e 140 reais e em situação de extrema pobreza, ou seja, com renda per capita mensal até 70 reais. Para aquelas famílias em situação de pobreza é transferido um benefício variável por criança e adolescente com até 17 anos (BVJ). O benefício básico só é pago às famílias consideradas em situação de extrema pobreza, mesmo que elas não tenham crianças, adolescentes ou jovens. No governo de Dilma Rousseff, o PBF passa a integrar o Plano Brasil sem Miséria e passa a contar com algumas mudanças. A primeira é o aumento de três para cinco benefícios variáveis para os adolescentes e a outra é a criação de mais dois benefícios variáveis: o variável para gestante (BVG) e o variável para nutrizes (BVN). Segundo o MDS, os valores variam de R$ 32 a R$306 reais. Recentemente, o governo Dilma criou o Brasil Carinhoso, prometendo assegurar às famílias mais pobres com crianças de 0 a 6 anos um piso de no mínimo R$70,00, já que muitas famílias não atingiam essa meta, mesmo com os recursos do PBF. This paper presents a profile of families of workers benefiting from the Bolsa Família Program inCampos dos Goytacazes, RJ, as well as their process of social reproduction. Unlike many assertions, the research confirms that most of these beneficiaries keep their status of precarious, underpaid and overexploited workers. The crisis in the local sugar production has changed the profile of the labor market, especially for the poorest workers. Currently, the sugar cane industry is no longer one of the main labour alternatives. It is worth mentioning the rates of female single-parent families as an arrangement that reduces defensive strategies against precariousness and unemployment, and increases dependence on the Program.
