In this paper, the authors' aim to explore the Hungarian startup ecosystem on both the demand side and the supply side. To achieve this, they conducted a survey reaching both startups and investors. In the survey, the authors observed features of Hungarian startup entrepreneurs such as gender, age, education, previous entrepreneurial experience, and their motivation for establishing startup companies. Furthermore, the authors focused on financing, location, target markets, employment, and operational difficulties. They also examined the attitudes of the startupers and of the ecosystem's other actors such as venture capital investors, incubator houses, accelerators, corporations and co-working spaces regarding various characteristics of the ecosystem. They deemed cooperation between the members of the ecosystem, international relations and the opportunity for startupers to start again after a failed startup to be the most important characteristics. They perceived the strongest characteristic of the Hungarian ecosystem to be social events (meetups and networking), while the most problematic: the opportunity to start again after failing a startup and the required level of entrepreneurial administration 1 .
Young companies with growth opportunities face serious problems when it comes to financing. The private venture capital (vc) market fails to provide sufficient funding for this segment. First, we present the main characteristics of start-up companies and market failures that can lead to government intervention. These failures include asymmetric information embodied in the business plan; high transaction costs of the investment process from the investment decision to the exit; and positive externalities in the economy, as the government prefers other goals than profit realization. Government participation is categorized as direct or indirect intervention. We present international studies showing that indirect government intervention can have both beneficial and negative effects on the vc market. Finally, the Hungarian government's participation and intervention are evaluated on the domestic vc market.
Jelen disszertáció célja az állam finanszírozói szerepének feltárása a startup ökoszisztémában, különös tekintettel a magyar startup ökoszisztémára. A téma feldolgozását a startup ökoszisztéma fogalmának meghatározásával és az ökoszisztéma tagjainak holisztikus áttekintésével kezdem. Ezt négy jelentős tanulmány követi, melyekben a magyar startup ökoszisztéma és az állami kockázati tőkefinanszírozás szerepét tárom fel világ és magyar viszonylatban egyaránt. Az első kutatási fejezetben a magyar startupperek és az ökoszisztéma fő tulajdonságait mutatom be kérdőív alapú adatgyűjtés és statisztikai elemzés alapján. Az eredményeket összehasonlítottam a V4-országokban végzett hasonló startup ökoszisztémát vizsgáló kutatásokkal. A kutatás főbb eredményei az alábbiak: 1. A magyar startupperek hasonló demográfiai jellemzőkkel bírnak, mint a többi V4 országbeli társaik, ugyanakkor valamivel magasabb végzettséggel rendelkeznek. Számos hasonlóság mutatkozik a magyar startup ökoszisztéma és a V4 országok startup ökoszisztémája között a következők mentén: a. a startupok fővárosi koncentrációja, b. a sikertelen startup vállalkozásban már közreműködő alapítók százalékos aránya, c. a startupok külföldi piacokra való belépési szándéka, d. a startup finanszírozási forrásai és a startupok mérete az alkalmazottak számát tekintve. 2. A magyar startup ökoszisztéma tagjai értékelték a hazai ökoszisztéma tulajdonságait azok fontossága és erőssége szempontjából. Szerintük a legfontosabb jellemzők erőssége többnyire közepes (elfogadható): a. közepesre értékelt a finanszírozáshoz való hozzáférés, megfelelően képzett munkaerőhöz való hozzáférés és az ökoszisztéma tagjai közötti együttműködési hajlandóság b. gyengének tartják a sikertelen startup után való újrakezdés lehetőségét. Eközben a legkevésbé fontos jellemzők tekintetében az ökoszisztéma értékelése a legerősebb: co-working irodaterek jelenléte, startup versenyek és társasági események, mint a „meetup” találkozók vagy networking események. A startupperek a finanszírozáshoz való hozzáférést a magyar piacon szignifikánsan gyengébbnek ítélték, mint az inkubátorok és akcelerátorok. A közösségi irodák képviselői szignifikánsan magasabbra értékelték a közösségi irodák fontosságát, mint az startupperek. A második kutatási fejezet szisztematikus kvalitatív szakirodalmi összefoglaló módszertannal elemezte az állami kockázati tőke kutatási területét. A fejezet főbb eredményei az alábbiak: 3. A kutatási területen két fő kutatási irány figyelhető meg: az állami beavatkozás okának vizsgálata és az állami beavatkozás hatásainak feltárása. 2008 után ez utóbbi kutatási irányzat vált dominánssá a szakirodalomban, mivel a figyelem arra terelődött, hogy a különböző kormányok miként reagálnak a pénzügyi válságra. A tisztán állami kockázati tőke (közvetlen beavatkozás) hatása igen vitatott téma a szakirodalomban, míg a megállapítások földrajzi területenként eltérőek. Noha az EU-ban nem bizonyult hatékonynak, az Egyesült Államok, Thaiföld, Izrael és Dél-Korea földrajzi területeire vonatkozó kutatások ennek ellenkezőjét bizonyítják. Az állami-privát szektor között létrejött kockázati tőkés partnerségeket általában hatékonynak tekintik, kivéve a közép-kelet-európai régiót, ahol e programok kivitelezése sok kritikát kapott. Az inkubációs fázisú cégek állami támogatását inkubátorok és üzleti angyalok közreműködésével jellemzően dicsérték a szerzők, az állami intervenciót leginkább ezen ágazatokban találták indokoltnak. 4. Az állami kockázati tőkeprogramok kutatói a következő ajánlásokat fogalmazták meg. (1) Az állami kockázati tőkeprogramoknak nem szabad versenyezniük egymással, (2) elszámoltathatóaknak kell lenniük, (3) támogatniuk kell a céltársaságokat az egész életciklusuk alatt, (4) közvetett ösztönzőket kell alkalmazni a privát kockázati tőkések motiválására, (5) a kormánynak a vállalkozók oktatására kell összpontosítania a piac keresleti oldalának javítása érdekében, és (6) hagyniuk kell, hogy regionális intézmények intézzék a regionális fejlesztésre szánt források elosztását. A harmadik kutatási fejezetben a hazai direkt és indirekt állami beavatkozásokat vizsgálom egyrészt a hazai szakirodalomra támaszkodva, másrészt pedig nyilvános adatokat elemezve. Összehasonlítom, hogy követte-e a Jeremie program hazai kivitelezése az előző fejezetben felsorolt ajánlásokat. 5. A magyar kormány a Jeremie program révén közvetett beavatkozást alkalmazott a hazai kockázati tőkepiacon. A program növelte a rendelkezésre álló kockázati tőkekínálatot, és segített a piac élénkítésében a 2008-as válság után, de kivitelezését a kutatók élesen kritizálták. A program nem érte el sem a regionális fejlesztéssel, sem a korai stádiumban lévő, a finanszírozásra leginkább rászoruló vállalatok támogatásával kapcsolatos célját. Kritizálták az alapkezelő társaságok kiválasztási folyamatát, valamint a kockázati tőkebefektetők által a céltársaságokban megszerzett többségi részesedést is. Kimutatták, hogy a program során végrehajtott befektetések kevésbé voltak hatékonyak a céltársaságok növekedésének elősegítésében, mint a közvetlen állami kockázati tőkebefektetések. Ezen kívül a program nem követte a legjobb nemzetközi gyakorlatokat. 6. A magyar állam közvetlen beavatkozást alkalmazott különböző alapkezelő társaságai és alapjai révén. A beavatkozás eredeti célja a tőkefinanszírozási rés betöltése volt az életciklus legkorábbi szakaszában, ahol a privát kockázati tőkebefektetők vonakodtak befektetni. Ezt később kiegészítették olyan nemzetstratégiai célokkal, mint a regionális fejlesztés és az egyéb pozitív externáliákat generáló vállalatok támogatása. A közelmúltban az állam közvetlen kockázati tőkés intervenciója elkezdte elősegíteni a COVID-19 járvány hazai vállalatokra gyakorolt negatív hatásainak enyhítését. A negyedik kutatási fejezetben valós idejű verbális protokoll elemzés módszertan alkalmazásával vizsgáltam az állami kockázati tőkések befektetési preferenciáit. A főbb eredmények az alábbiak: 7. A potenciális befektetési céltársaságok üzleti terveinek elemzésekor az állami kockázati tőkebefektetők leginkább a céltársaság pénzügyi számait értékelik a társaság életszakaszától függetlenül. Az inkubációs fázisú üzleti tervek elemzésekor az angyalbefektetők preferenciáihoz hasonlóan a pénzügyi jellemzőket a menedzsment csapat képességeivel egészítik ki, mint a legmagasabbra értékelt kiválasztási jellemző. A magvető és növekedési stádiumban lévő vállalatok esetében a pénzügyi, majd a piachoz kapcsolódó tulajdonságokat értékelik a legjobban, míg a privát kockázati tőkések esetében ez fordítva van. Ez nagy valószínűséggel annak a magas szintű állami felügyeletnek a következménye, amely a társaság működését kontrollálja, mely miatt bizonyos pénzügyi követelményeket szem előtt kell tartaniuk a befektetések kiválasztásakor. Az is bizonyításra került, hogy az állami kockázati tőkebefektetők nagy hangsúlyt fektetnek a céltársaság termékének vagy szolgáltatásának innovációs értékére, mely hangsúly az inkubációs szakaszban bizonyult a legnagyobbnak. 8. Az állami kockázati tőkebefektetők igen kritikusan fogadják a beérkezett üzleti terveket. A startupok üzleti terveit élesen kritizálták az innovációs érték, a vezetőség motivációjának és elkötelezettségének hiánya, illetve a gyenge piacelemzés és a megalapozatlan pénzügyi előrejelzések miatt.
Private venture capital (VC) investors usually do not invest in early life-cycle stage startups such as seed and pre-seed companies, since investment size typically doesn’t reach investment thresholds. The entry of governments with fund managers to venture capital markets presents seed and pre-seed companies with the opportunity to receive funding. This paper examines the main investment preferences of Hungarian government-owned venture capital investors regarding pre-seed, seed, and expansion stage startups. Verbal protocol analysis enabled examination of the screening process in real-time in all three life-cycle stages. It is found that governmental VC funds mostly value financial indicators followed by market-related qualities while private VCs value these characteristics in alternate formation. However, in the pre-seed stage, the financial acumen and capabilities of management teams form the main criteria in similarity to angel investors. Governmental VCs also greatly seek innovational value in target firms.
