O projeto teve por objetivo auxiliar um esforço de pesquisa que procura recriar o pensamento jusinternacionalista de Rui Barbosa em contexto. A pesquisa buscou suprir uma carência de compreensão sistematizada das ideias e ações de Rui na área do Direito Internacional em interface com a Política Internacional; ao mesmo tempo em que busca cobrir suas diversas percepções sobre o tema ao longo de acontecimentos de extrema importância para o Brasil e o mundo na virada do século XIX. São do conjunto dessas percepções, por exemplo, uma concepção sobre o Estado como sujeito de Direito Internacional, uma noção de soberania, a tese de igualdade jurídica entre os Estados, uma leitura sobre o Direito Internacional frente à primeira guerra mundial, a defesa do primado do Direito sobre a força e a ideia de um judiciário internacional (MACEDO, 2016; ARAÚJO, 2018). Em essência, buscou-se investigar se Rui Barbosa reformulou (ou não) a ideia de igualdade jurídica das nações a partir de sua atuação na Segunda Conferência de Paz da Haia (1907). Assim, é notável perceber como o princípio da igualdade jurídica das nações viria a se consolidar, durante o século XX, como um dos pilares essenciais de sustentação da sociedade internacional e de esforços pela democratização do processo de tomada de decisão nas relações internacionais (MUÑOZ, 2014: 64). De um ponto de vista abrangente, a performance do Brasil em Haia representou a estreia do Brasil em um foro internacional relevante e ajudou o país a construir ou reforçar uma auto-imagem de potência média pacifista e juridicista, que de um modo ou outro já vinha sendo elaborada no parlamento desde o Primeiro Império; mas com Rui, tendo atrás o Barão do Rio Branco, se consolidaria definitivamente (CERVO, 2002: 177).
