Radicalism is a phenomenon which becomes a discourse in the community life in Indonesia. The existence of this phenomenon is becoming a threat not only for state stability but also to sustainability for social life of the people. In its development, radicalism spread over higher educational institutions and targetting college students as the target for radicalism ideology. College students are seen as critical elements of community and are capable to represent other community members to address social problems and changes. They are also in productive ages where they try to find self-identity and easy to be influenced. This is a qualitative research using the Focus Group Discussion (FGD) and depth interview implementation. FGD had been done in four locations with four college students groups from four different universities that are Gajah Putih University in Takengon, Al Muslim University in Bireun, Malikussaleh University in Lhokseumawe, and Syiah Kuala Univesity in Banda Aceh. The data gained were analyzed using the perspective of radicalism theory by Schmid (2013) and Theory of Reasoned Action (TRA) by Fishbein and Ajzen (1975). This research is intended to explore the radicalism tendency among college students of some universities in Aceh Province, to determine level of radicalism and generate new deradicalization program particularly in the level of universities. Based on the result of the research which has been conducted, we found that radicalism among universities students in Aceh is still at the micro level which is the lowest level in radicalism hierarchy. The radicalism tendency can be seen in beliefs, attitude, intention, and behavior shown by the students. This research recommends two deradicalization programs for the stakeholders at the university level to concern about, that are Monitoring Program for additional organizations in campus (extra campus organizations) and nationalism character curriculum in each faculty at the universities.
This research aimed to examine the factors contributing to the less optimum management of the Aceh special autonomy funds for the development and welfare of the Acehnese people. Specifically, Aceh received the special autonomy funds of IDR 56.67 trillion from 2008 to 2018, yet the vast funds have not been successful in change the face of Aceh in terms of poverty, unemployment, and other social diseases. This study employed a descriptive qualitative research design and data collection involved interviews, observation, and document study. The informants were selected by purposive and snowball sampling. The results of the study showed that three factors contributed to the less optimum management of the Aceh special autonomy funds. First, the regulation of the Aceh special autonomy funds management has not been standardized and frequently changed, and thus it cannot be used as a complete guideline. Second, the management authority of the special autonomy funds was unclear between the provincial and the district/city government, resulting in no good coordination between the parties. Third, the poor management of the Aceh special autonomy funds led to the poorly targeted development and community empowerment. Based on the findings, it can be concluded that these three factors hindered the Aceh special autonomy funds from fulfilling the goals of realizing the development and welfare for the Acehnese people.
The tsunami that occurred on December 26, 2004, devastated and damaged Aceh’s coastal area. Several months after the event, the Aceh peace agreement was signed between the Free Aceh Movement (Gerakan Aceh Merdeka, GAM) and the Government of Indonesia (GoI) in 2005. This study aims to analyze the integration of disaster risk reduction strategies within the 2005 Helsinki MoU agendas. By employing multi-dimensional perspectives, this study highlights the development process of the Aceh DRR strategies within the 2005 Aceh peace agreement agenda. The data was collected and analyzed by reviewing some of the relevant documents. This study also included interviews with the key persons involved during the conflict and DRR actors. The result shows that the disaster and the 2005 Helsinki MoU have brought Aceh to be more conducive in implementing development within important sectors such as infrastructure, spatial planning, education, and the environment and building initiatives at the community level, both formal and informal. It should be noted that the result indicates that DRR strategies had no direct relation to the strategic issues as implemented of the 2005 Helsinki MoU.
