Existen diferencias en las percepciones de los grupos sociales del tipo “político”, “institucional” y “usuarios del agua” acerca de la gestión actual de la calidad del agua y la esperada a futuro, en la microcuenca del río Fogótico en San Cristóbal de Las Casas, Chiapas. El objetivo del presente artículo es mostrar estas discrepancias. Los resultados de la investigación, fundamentada en herramientas cualitativas, permitieron identificar la relación de dichos grupos con la desarticulación y omisión de acciones por parte de las autoridades responsables del manejo del agua, el marco legal en la materia, la organización de la comunidad y las cuestiones de género que también influyen. Lo anterior llevó a reflexionar sobre la contribución potencial de los estudios sobre las percepciones acerca del medio ambiente para la gestión de cuencas hidrográficas y la participación pública.
La frontera sur de México constituye un escenario de complejos flujos migratorios internos e internacionales. Asimismo, el recurso hídrico se caracteriza por su abundancia debido a fuertes precipitaciones concentradas en pocos meses del año que provocan una presencia multiforme de fuentes de agua superficiales y subterráneas. Este trabajo explora las relaciones entre estas dos realidades que se entrecruzan. A partir de varias definiciones del concepto de frontera, analiza la relación entre las aguas y las dos principales dimensiones de la frontera en la región estudiada.
En este ensayo discutimos que si bien es cierto que estamos viviendo una situación de transición de los modelos económicos y políticos que implica por una parte la apertura de las economías de los países en vías de desarrollo, refiriéndonos concretamente al modelo neoliberal, y los países llamados del Tercer Mundo, y por la otra, la emergente aparición de nuevas formas organizativas de los Actores Sociales, que responden precisamente a una complejidad de las relaciones de los sistemas capitalistas y neoliberales que se están impulsando hoy en día en las economías del orbe, esta realidad enfrenta a su vez varios paradigmas que tienen que integrarse para estar en condiciones de dar respuestas desde las estructuras más simples y cotidianas de nuestra vida, hasta las más complejas de la misma, y de esta manera impactar en los cambios y posibilidades ambientales de nuestro planeta.
El artículo propone analizar el Candelaria a la luz del concepto de hidropolítica. La primera parte se centra en la cuenca hidrográfica del río Candelaria, aborda dos dimensiones del concepto y concluye en torno a la irrelevancia de la cuenca en la materia. La segunda parte evoca las interacciones entre el río y la sociedad ribereña durante tres momentos históricos a la luz de una tercera dimensión del concepto de hidropolítica que aporta mayor complejidad al análisis presentado.
