Ao iniciar esta simples e despretenciosa palestra, inaugurando as atividades do Centro de Estudos "Franco da Rocha", cumpre-me preliminarmente agradecer essa honra que me foi concedida pela mesa diretora dos seus trabalhos. Outros muito melhor poderiam se desempenhar desta missão, entre tantos e tão ilustres colegas que labutam na Assistência a Psicopatas ou no já vasto cenario das atividades psiquiátricas desta Capital.Quizeram entretanto os meus prezados amigos brindar-me com essa deferência que muito me desvanece.Não vou ferir êsse tema em suas multiplas faces.Quero sòmente tecer alguns comentários que julgo oportunos sobre nossa situação atual, encarando mormente o que de mais urgente se torna necessário fazer para afastar deficiências graves ainda existentes e que vêm acarretando consequências desastrosas tanto para o Estado como para a Sociedade.Podemos calcular que, em nosso meio, o número de doentes mentais que necessitam internação em hospital psiquiátrico atinge a 1 1/2 por mil da população que, para êsse efeito, pode ser considerada como de 8 milhões de habitantes.Tomando essa base de cálculo que é fruto de nossa observação decorrente do movimento dos últimos anos da Assistência a Psicopatas, chega-se à conclusão que existem no Estado de São Paulo 12.000 doentes mentais que necessitam ser internados para conveniente tratamento.Para atender a essa massa considerável de doentes mentais, o Estado mantem 7.500 leitos em seus hospitais psiquiátricos (Hospital Central de Juquerí, Colônias de Juquerí, Manicômio Judiciário e Hospital das Perdizes). Dos restantes, 1.000, aproximadamente, são atendidos em estabelecimentos privados. Ainda assim, restam 3.000 doentes que, embora necessitem urgentemente, não conseguem internação em estabelecimentos adequados. Muitos desses são mantidos em seus próprios domicílios, creando permanentemente uma situação de desassossego, não só para os da própria família, como aos vizinhos e à sociedade em geral, constituindo elementos de franca periculosidade.Outros, em grande número, mais infelizes, não podem dispor de um lar que os abrigue e vão para as celas das cadeias, quer da Capital, quer das cidades do interior do Estado, onde vão viver dias terriveis, no maior desconforto, privados de toda higiene e sem receberem a menor assistência médica. Nesses cubiculos, inféctos, cobertos de parasitas repugnantes, ficam dias intermináveis, aguardando a oportunidade de uma internação.Mesmo quando sejam suficientemente fortes para suportarem o ambiente adverso, só conseguem ingresso nos nossos hospitais quando a moléstia já atingiu a fase de * Conferência feita na inauguração das atividades do Centro de Estudos Franco da Rocha, em 27 de novembro de 1942.
