<p>Las Tecnologías de la Información y Comunicación (TIC) son herramientas que pueden representar oportunidades para generar beneficios en la sociedad. No obstante, la brecha digital en el acceso, uso y apropiación social de estas tecnologías deriva en la exclusión de ciertos grupos de personas en la Sociedad de la Información y el Conocimiento (SIC). Este artículo presenta una revisión crítica de la definición de brecha digital, y su abordaje conceptual y metodológico en el contexto internacional y nacional, así como los aspectos relevantes para la construcción de una propuesta metodológica en el estudio de la brecha digital en México desde una visión multifactorial, contextual y multidisciplinar.</p>
ResumenEl objetivo del artículo es analizar la disponibilidad y uso de las tecnologías de la información y la comunicación y las habilidades digitales de estudiantes de la Universidad Intercultural Maya de Quintana Roo. La metodología integró grupos focales, entrevistas a profundidad, observación participante y un cuestionario. Según los resultados, la mayoría de los alumnos usan teléfono celular e internet con propósitos educativos y de ocio; manejan procesadores de datos y herramientas básicas de conectividad. La limitación del estudio es que se basó solo en los resultados del cuestionario. Los hallazgos muestran que los jóvenes usan computadora, internet, teléfono celular y redes sociales para satisfacer necesidades escolares y sociales, en función de sus condiciones económicas e infraestructura disponible. Además, ellos cuentan con habilidades digitales previas, marcadas históricamente por la marginación y el rezago educativo y tecnológico, pero se apropian de las tecnologías para participar en la era digital, cada vez más presente en las comunidades rurales e indígenas de México. AbstractThe objective of the article is to analyze the availability and use of information and communication technologies and the digital skills of students of the Intercultural Maya University of Quintana Roo. The methodology integrated focus groups, in-depth interviews, participant observation and a questionnaire. According to the results, most students use cell phones and internet for educational and leisure purposes; they handle data processors and basic connectivity tools. The limitation of the study is that it was based only on the results of the questionnaire. The findings show that young people use computers, internet, cell phones and social networks to meet school and social needs, in accordance with their economic conditions and available infrastructure. In addition, they have previous digital skills, historically marked by marginalization and educational and technological backwardness, but they appropriate technologies to participate in the digital era, increasingly present in rural and indigenous communities in Mexico.
Objetivo: describir los efectos que ha tenido la pandemia de COVID-19 en la vida de las mujeres en siete comunidades indígenas del estado de Oaxaca y discutir los conceptos de desigualdad de género, de capacidad de agencia y de cuidados, con énfasis en los cuidados comunitarios presentes en sociedades indígenas adscritas a los sistemas de cargos. Metodología: cualitativa a través de una etnografía digital utilizando entrevistas en profundidad. Resultados: la pandemia ha derivado en la sobrecarga de trabajo de las mujeres, evidenciando la convergencia de distintas actividades de cuidado que se realizan en el espacio doméstico y comunitario. Lo anterior evidencia un continuum de los mandatos de género en los que las indígenas viven desigualdades, a la par que se les exige cuidar a la familia nuclear, extensa y a la comunidad. No obstante, resalta su capacidad de agencia. Limitaciones: debido al confinamiento, se llevó a cabo un estudio remoto basado en entrevistas virtuales, y la información recopilada es insuficiente para evaluar los efectos de la COVID-19 en todas las comunidades indígenas de Oaxaca. Valor: la investigación describe el aumento de los cuidados por parte de las indígenas durante la pandemia. Conclusiones: son necesarias políticas públicas que conlleven hacia la igualdad.
La expansión de las Tecnologías de la Información y Comunicación (TIC) en todos los ámbitos de nuestra sociedad se ha producido a gran velocidad y está en constante evolución. Este artículo presenta un análisis documental sobre el papel de las TIC en el desarrollo rural, donde la literatura muestra que las TIC pueden ser una herramienta para promover el desarrollo en condiciones adecuadas de acceso y uso, no obstante, las zonas rurales de los países latinoamericanos y en particular México, muestran disparidades estructurales que limitan el acceso y el uso a estas tecnologías. Por lo tanto, para la obtención de beneficios a través del uso efectivo de las TIC por parte de la población y los sectores productivos rurales, se requiere de políticas públicas con pertinencia local que aumenten la cobertura de los servicios de telecomunicaciones y las iniciativas de alfabetización digital, así comola articulación de la política de TIC con otros programas sociales que contribuyan a una mejor calidad de vida.
