The Chinese industrial policy as determinant of its "going global" strategy. China has experienced not only high rates of economic growth as well as an unprecedented competitive international insertion since the turn of the century. This process was not guided solely by market forces or influenced by Government intervention in the economy. Although much has been argued that China's "going global" strategy is rooted in state action, and especially its policy of exchange rate depreciation and trade policy incentives for exports and investments abroad, we argue that the major determinant of this strategy, which established the basic conditions for industrial competitiveness, was its industrial policy. The focus of this article is on the changes in China's industrial structure, emphasizing that Chinese industrial policy is a central determinant of its international insertion strategy.Keywords: China; development strategy; industrial policy; strategy "going global". The study aims to articulate the Country-of-Origin Image (COI) at different levels (country, industry and firm levels) by advancing the knowledge and exploring ways to manage the COI at different levels underpinned on corporate brand and brand architecture strategies. For that, a mixedmethods approach was conducted where a qualitative study looking into the case of the Brazilian Machinery Solutions Programme (BMS) was carried out in combination with a quantitative survey held with a specific target country (Colombia). Data for the quantitative study were collected with 89 Colombian industrial buyers using Brazil as a manufacturer-supplier and country of reference. Findings indicate the relevance of managing the COI at different levels and highlight the development of the COI at the industry level. This demonstrates that nation-branding and COI literature should be developed and articulated using strategic marketing programmes and brand architecture elements. The study advances the body of knowledge in the COI literature by analysing it within three different levels and offers a framework to manage the COI using corporate brand and brand architecture elements, which is beneficial to institutions, governments, trade agencies, industry associations and firms to leverage the COI by understanding aspects of it transferrable to industry and firm levels.

Resumo Na forma de ensaio, este artigo reflete sobre o fenômeno da internacionalização como um mediador das relações entre governos e empresas em contexto de ampla competição internacional, dada uma realidade econômica global. Analisa-se, dessa forma, que a internacionalização das empresas, pelas suas características e externalidades, passa a ser incorporada como problema público nas agendas governamentais de políticas públicas, sendo objeto de incentivo, apoio e indução. Suscitam-se, assim, fatores que historicamente sustentam essa afirmação, da mesma forma que se sugere a construção de um referencial teórico de identificação e análise desse tipo específico de política. As conclusões são fundamentadas na defesa de que tais políticas, atualmente uma tendência, devem ser tratadas como uma nova variável para pensar as estratégias empresariais e nacionais de desenvolvimento, cujas implicações teóricas e empíricas podem levar a releituras, tanto das abordagens predominantes da internacionalização (como o Paradigma Eclético de Dunning e a Escola de Uppsala) quanto dos ciclos de políticas públicas, com destaque para seus conflitos, objetivos e benefícios. Com isso, demanda-se uma nova frente de pesquisa sobre o tema, particularmente nos países em desenvolvimento.
