RESUMO Este artigo constrói um Índice de Pobreza Multidimensional (IPM) para o Brasil, utilizando informações da PNAD/IBGE e faz a análise de sua evolução no período 2004-2015. O IPM proposto foi adaptado daquele desenvolvido por Alkire e Santos (2013). Os resultados obtidos corroboram a redução da incidência da pobreza multidimensional no Brasil. Contudo, as pessoas saem da pobreza para a condição de vulnerabilidade, mostrando uma melhoria gradual das condições de vida da população. Regionalmente, houve redução da incidência da pobreza em todas as regiões, principalmente nas regiões Norte e Nordeste.
O presente estudo está inserido na linha dos trabalhos que buscam compreender os diferentes fatores que influenciam o funcionamento das escolas da rede pública de ensino brasileira, bem como a sua qualidade, a partir da identificação de variáveis que impactam os resultados escolares, em particular o desempenho dos alunos medido pelos sistemas de avaliação utilizados pelo Inep/MEC. Os fatores que influenciam a proficiência são múltiplos e complexos, contemplando dinâmicas que atuam em diferentes níveis, desde o mais elementar, das características socioeconômicas e culturais dos indivíduos e de suas famílias, até as dinâmicas que ocorrem nas salas de aula, entre professores e alunos, e as características estruturais da escola. Alunos e seus responsáveis, diretores e professores das instituições de ensino são alguns dos atores relevantes que agem sobre o processo latente gerador de maiores ou menores rendimentos escolares. Mais especificamente, o objetivo do presente estudo é analisar os possíveis fatores que influenciam o desempenho escolar dos alunos do 5º ano do ensino fundamental, nas escolas públicas municipais da cidade do Rio de Janeiro. Para tanto, foram utilizados modelos hierárquicos com três níveis, que permitiram avaliar os efeitos de variáveis socioeconômicas e culturais e dos contextos familiares dos alunos, de práticas pedagógicas e estilos de ensinar dos docentes e, ainda, de políticas educacionais, aspectos da gestão e características das escolas. The present study aims at analysing different stratification criteria used in Brazil by market research companies and academia, taking into account family profiles based on socioeconomic and demographic variables. It presents different strata profiles generated by two nationally well-known stratification criteria based on survey data from the two last editions of the Brazilian Family Expenditure Survey (2002/2003 and 2008/2009)and it also provides evidence on patterns of change over time. The evidence corroborates that an economic improvement took place from 2003 to 2009 for those individuals classified in the lower socioeconomic stratum, together with an increase of total and per capita average income, and an increase of expenses. On the other hand, a visible reduction of savings for families in all economic strata and higher levels of household indebtedness was also noticed.
Small domain estimation covers a set of statistical methods for estimating quantities in domains not previously considered by the sample design. In such cases, the use of a model-based approach that relates sample estimates to auxiliary variables is indicated. In this paper, we propose and evaluate skew normal small area time models for the Brazilian Annual Service Sector Survey (BASSS), carried out by the Brazilian Institute of Geography and Statistics (IBGE). The BASSS sampling plan cannot produce estimates with acceptable precision for service activities in the North, Northeast and Midwest regions of the country. Therefore, the use of small area estimation models may provide acceptable precise estimates, especially if they take into account temporal dynamics and sector similarity. Besides, skew normal models can handle business data with asymmetric distribution and the presence of outliers. We propose models with domain and time random effects on the intercept and slope. The results, based on 10-year survey data (2007-2016), show substantial improvement in the precision of the estimates, albeit with presence of some bias.
