El articulo describe y analiza el financiamiento de los partidos político en México en los últimos años en su relación con la confianza de los ciudadanos. Aborda también los aspectos de institucionalización y nivel de competitividad del sistema de partidos, además de analizar el financiamiento de los partidos en su relación con el creciente abstencionismo de los electores mexicanos. Se concluye, que el mayor financiamiento de origen público ha coadyuvado en el deterior de la imagen y nivel de confianza que los ciudadanos tienen respeto de estas instituciones políticas. Por lo tanto, se considera que, si es posible reducir el monto del financiamiento público a los partidos políticos, sin afectar la calidad de la incipiente democracia mexicana.
Varias instituciones de educación superior, como la Universidad de Guadalajara, si bien existen acciones aisladas en materia de fomento de la identidad universitaria, no existe una política institucional que articule las acciones y medidas que se impulsan por las diferentes dependencias. El trabajo sugiere una metodología para el diagnóstico y reforzamiento de la identidad universitaria. Además, se describe el proceso de formación y erosión de la identidad, así como se propone una escala de medición de los niveles de identidad universitaria. Se ejemplifica, con un estudio cuantitativo realizado con el objetivo de medir el nivel de identidad en la Universidad de Guadalajara (México). Se concluye que la identidad universitaria se constituye en un medio muy importante para impulsar el posicionamiento, el branding y la competitividad en las instituciones de educación superior y el desarrollo comunitario. En este sentido, el fomento de la identidad debe ser considerada como parte estratégica de una política de toda institución de educación, principalmente de las instituciones de educación media y superior. Es decir, la identidad universitaria puede ser promovida a partir de un programa institucional.
El tema central del ensayo tiene que ver con la calidad de la democracia y el costo de los procesos electorales en México. Se parte del hecho que la democracia mexicana es de las más caras del mundo, pero es de baja calidad, ya que, por un lado, los partidos políticos, como actores importantes de toda democracia electoral, están muy desprestigiados, socialmente hablando y, por el otro, el nivel de participación de los ciudadanos en las elecciones es baja. Finalmente, se concluye que no existe una relación causal entre el alto monto del financiamiento de origen público de las campañas electorales en nuestro país y el aumento en el nivel de participación de los ciudadanos en las elecciones.
La mercadotecnia se puede definir como una disciplina cuya preocupación central es la búsqueda o conservación del poder político público.1 De esta forma, en su dimensión electoral, la mercadotecnia busca, a través de la persuasión y movilización de los ciudadanos, conformar mayorías electorales estables tratando de ocupar el mayor número de espacios de poder. En su dimensión gubernamental, la mercadotecnia trata de conservar y acrecentar la legitimidad social generada en los procesos electorales a través de los votos, tratando, además, de afianzar la gobernabilidad (Valdez, 2002).
Como campo disciplinar, la mercadotecnia se encarga del estudio de los procesos de intercambio voluntario que se dan entre la clase política2 y los ciudadanos que habitan una determinada circunscripción electoral (municipio, distrito, estado o país) en el marco de una sociedad democrática.
