O objetivo desse estudo foi verificar o efeito dos BRICS sobre a expansão das exportações brasileiras de produtos agrícolas e industrializados no período de 2002 a 2015. Também teve o intuito de verificar se, a partir da crise de 2008, houve o “efeito-BRICS” sobre os fluxos comerciais de produtos agrícolas e industrializados no período de 2002 a 2015. Além disso, teve o propósito de analisar os efeitos da imposição de tarifas e das medidas técnicas, sanitárias e fitossanitárias sobre as exportações brasileiras de produtos agrícolas e industrializados para o mesmo período. Para isso utilizou-se o modelo gravitacional. Os resultados não confirmaram a hipótese de um “efeito-BRICS” sobre as exportações agrícolas, mas se confirmou a hipótese desse efeito sobre os produtos industrializados. Além disso, confirmou-se o “efeito-BRICS” no período de crise, fazendo com que o Brasil sentisse de forma mais amena as consequências da mesma. Com relação às medidas SPS e TBT, confirmou-se o efeito negativo da primeira para produtos agrícolas e da segunda para produtos industrializados. No que concerne as tarifas, elas tiveram efeito positivo sobre os produtos industrializados.
Este estudo objetiva enfatizar a importância das estruturas de competição nos diferentes setores de acordo com a intensidade tecnológica, com base em dois importantes trabalhos com modelos de competição diferentes entre si. Enquanto um modelo acredita que a competição ocorra por meio da diminuição do preço (MELITZ, 2003); em alternativa, o outro considera que ela acontece através de um aumento na qualidade -e nos preços -, pelo fato dos consumidores se preocuparem com a qualidade dos produtos (BALDWIN; HARRIGAN, 2011). Dado que a literatura sobre o tema não considera a separação dos bens de acordo com suas características e/ou potencial tecnológico, portanto, esse é um dos avanços deste estudo. Assim, o intuito do trabalho é estimar a relação entre a vantagem comparativa revelada (VCR) e a qualidade/preço dos produtos exportados. Utilizamos dados dos 70 principais exportadores e importadores, correspondendo a cerca de 90% do comércio mundial, com estimações em cross-section de 2008 a 2017 para produtos industrializados. Desagregamos esta análise estimando os diferentes fatores que afetam a qualidade e o preço das exportações considerando dois grupos de produtos, divididos por intensidade tecnológica, de acordo com a classificação da OCDE (2011) -produtos de baixa e alta tecnologia -e por quantis de preço/qualidade. Utilizamos a ideia de vantagem comparativa com o intuito de captar, de acordo com os princípios ricardianos, as diferenças relativas de produtividade entre os países. A despeito da dificuldade intrínseca de se parametrizar os diferenciais de produtividade, uma métrica de VCR pode ser calculada usando dados comerciais para "revelar" essas diferenças. Foram usados cinco importantes índices de VCR empregados na literatura de forma a mostrar que, apesar de suas limitações, os resultados dessas variáveis sugerem resultados convergentes.Neste contexto, acreditamos que as duas teorias -competição via preço ou qualidade -se adaptam à realidade de maneiras diferentes. Evidências apontam que países que exibem vantagem comparativa sobre produtos com maior conteúdo tecnológico conseguem transformar essa vantagem em avanço técnico e produtivo de forma a aumentar a qualidade de seus produtos. Por outro lado, encontramos que países que exibem vantagem comparativa sobre produtos com menor conteúdo tecnológico investem em melhoria produtiva com o intuito de diminuir seus custos marginais e, portanto, competem no mercado internacional por meio de menores preços. Acreditamos que isso ocorra também por esses tipos de produtos serem mais homogêneos, dificultando que aconteça a competição por meio de uma diferenciação do bem em termos de qualidade. Por fim, as constatações deste trabalho são relevantes para compreender de que maneira os setores mais produtivos dos países competem internacionalmente: por meio de diminuição dos custos ou melhoria na qualidade. Ao contrário da Europa e dos Estados Unidos, o atual governo do Brasil segue uma estratégia decrescimento focada em setores primários e baseados em recursos naturais, que estão associados a maiorintensidade de emissões de gases de efeito estufa e maior degradação ambiental, em detrimento de setoresde maior intensidade tecnológica, que geram mais crescimento com menores impactos ambientais. Adiversificação brasileira caiu de 196 indústrias competitivas em 2016 para 167 em 2020. A participaçãodos produtos primários na pauta exportadora aumentou de 37,2% para 44,3% no mesmo período, e ados produtos de média e alta tecnologia caiu de 20,2% para 14,2% e de 5,2% para 3,1%, respectivamente.Observou-se um aumento expressivo na quantidade de madeira bruta e ouro exportados entre 2016 e2020. Esse crescimento gera um alerta de que uma parte dos produtos comercializados possa ser oriundode atividades ilegais.
Buscar compreender como Organizações Não Governamentais angolanas gerenciam seus projetos e como a aplicação das boas práticas em gestão pode impulsionar a atuação dessas é fundamental para se alcançar um maior nível de profissionalização e, consequentemente, uma melhor resposta social dessas organizações. O presente trabalho tem por objetivo compreender quais aspectos da gestão de projetos preconizada pelo PMI são incorporados no dia a dia de projetos desenvolvidos por ONGs angolanas. O delineamento da pesquisa fundamentou-se, sobretudo, no estudo de caso, utilizando a análise documental, entrevista e observação, em que se apoiou em uma pesquisa qualitativa/exploratória. As entrevistas foram guiadas e aplicadas por meio de questionário online, enviado via e-mail, para membros de seis ONGs angolanas que desenvolvem projetos em diversos setores sociais na cidade de Luanda. Como resultado, foi analisada a adoção das práticas sugeridas pelo PMBOK no que tange ao Gerenciamento do Escopo, do Tempo, dos Custos e das Partes Interessadas. Observou-se um cenário promissor e receptivo às boas práticas em Gestão de Projetos, mas com uma realidade de aplicação ainda inaugural em boa parte das entidades. Um dos principais desafios apontados pelos entrevistados das ONGs é na captação de recursos, seguida pela falta de pessoal qualificado para gerir os projetos e número reduzido de equipe. Também foram encontradas dificuldades em relação ao gerenciamento dos stakeholders, notando-se uma fraca aplicação da gestão de projetos no que toca à prestação de contas para as partes interessadas, além das divergências entre funcionários em relação à situação de pessoas contratadas pelas ONGs.
