A Educação Permanente em Saúde (EPS) afirma-se como uma importante estratégia para mudança de práticas e realidades no trabalho em saúde. Fundamenta-se principalmente no desenvolvimento de espaços democráticos e na construção coletiva de conhecimentos, apoiados nas necessidades do trabalho e/ou da saúde dos usuários. Este estudo objetivou conhecer como tem sido abordada a temática da Educação Permanente em Saúde na literatura científica, de forma a conhecer os entendimentos, potencialidades e impasses relativos à EPS. Para tanto, utilizou-se da Revisão Integrativa, a qual permitiu uma sistematização concisa dos conhecimentos e dados obtidos de estudos empíricos e não-empíricos sobre a temática em questão. Foi observada uma consonância entre os entendimentos presentes na literatura científica e os veiculados pelos documentos oficiais, entretanto compareceu certa dificuldade na distinção dos conceitos de EPS e Educação Continuada (EC). Em relação aos impasses decorrentes da EPS constatou-se dificuldades de ordem institucional, relativas aos processos de trabalho e formação em saúde no Brasil. A EPS destacou-se ainda como ferramenta viabilizadora de mudanças na organização do trabalho, nos modelos de assistência e concepções de saúde, permitindo ao trabalhador o desenvolvimento de autonomia e incremento às habilidades técnicas e relacionais.
The consolidation of Unified Health System (“SUS”) demands the democratization of relationships; however, in its 30 years, the separation between management and health care has been remarkable. Thus, the objective was to know how scientific articles address health management in SUS. An integrative literature review was carried out in the Scielo and PePSIC databases with the descriptors: “health management”; “co-management”; and “participatory management”, with 16 articles remaining. Thematic content analysis followed, resulting in the categories: “conceptions about health management in SUS”; “difficulties for health management”; “potentialities of health management”; and “proposals for health management”. We concluded that is necessary to bring social actors closer together and consider aspects such as affectivity and subjectivity in the management process, allowing workers, managers and users - all SUS operators - to recognize themselves in health production.
Resumo Este artigo pretende compreender as concepções de profissionais da gestão e dos serviços do Sistema Único de Saúde (SUS) sobre Educação Permanente em Saúde (EPS), bem como seus desafios e potencialidades. Utilizou-se de grupo focal para coleta, seguido de análise lexical do tipo classificação hierárquica descendente com auxílio do software Iramuteq. Os resultados delinearam quatro classes: a) EPS - entendimentos e expectativas; b) entraves à EPS; c) ETSUS e EPS por meio de cursos e capacitações; e d) dispositivos de EPS: potencialidades e desafios. Os participantes apontaram equívocos de entendimentos acerca da EPS ao equipará-la à Educação Continuada (EC) voltada à transferência de conteúdo, com repercussões negativas na prática de EPS. Discute-se o risco em centralizar o responsável pela concretização dessa proposta, que deveria ser coletiva e compartilhada entre diferentes atores. Reivindica-se, portanto, uma produção colaborativa, que possa circular entre os envolvidos, de modo que cada um experimente esse lugar e se aproprie da complexidade de interações propiciadas pela Educação Permanente em Saúde.
The present study aimed to analyze the conceptions of a health management team about their relationship with professionals in the services offered by a municipal healthcare network. The Focus Groups technique was used for data collection: three groups were conducted with an average of 12 participants each and an approximate duration of two hours. The IRAMUTEQ software was used for data analysis, which allows a lexical analysis of the Descending Hierarchical Classification type. Five distinct classes were found. The theoretical-philosophical framework of Edgar Morin’s Theory of Complexity was used to discuss the results, which proposes the aspiration to non-reductionist knowledge and the recognition of the incompleteness of any type of knowledge. As final considerations, we understand that the phenomenon addressed in this study consists of multiple factors that recursively affect each other. We stress the discussion about the intersection of the territory in the work dynamics of management teams. In addition, we highlight the value of the meeting between different actors as a possibility of genuine openness to difference, toward the collective construction of this health system.
