Over the last two decades, the notion of primitive accumulation has been reemerging within studies of historical capitalism. Nonetheless, most research on contemporary dispossessions has related them to capitalist accumulation proper without sufficient theoretical care, in a way that virtually collapses the concepts of dispossession and accumulation into one another. The purpose of this paper is to suggest some theoretical distinctions to better understand how contemporary dispossessions and their variations, forms and mechanisms relate, contribute, or even do not contribute, to capitalist accumulation proper. To do so, I discuss the concept of classical primitive accumulation and its alleged continuity until today. I then propose the concept of redistributive dispossession which, unlike primitive accumulation, does not create any condition for the expansion of capital. Such conditions are created through the processes I discuss under the label of expanding dispossession, which I split into expanding capitalizing dispossession and expanding commodifying dispossession.
Este artigo propõe uma leitura crítica da prática da democracia em tempos atuais. Para tanto, empreende uma reflexão sobre a democracia na modernidade, em que os limites impostos pelo Estado burocrático apontam para a possibilidade do desenvolvimento mais profícuo da democracia deliberativa. Os autores observam teoricamente a prática discursiva e seu potencial democratizante, para então desvelar em que medida a orientação estratégica da ação em espaços discursivos pretensamente democráticos compromete o sentido de igualdade participativa. Para ilustrar a abordagem teórica, analisam empiricamente o caso do Conselho de Desenvolvimento Econômico e Social (CDES), um fórum de debates entre representantes da sociedade civil e do governo, criado no início da gestão Lula no intuito de fomentar a participação da sociedade em questões do Estado. A despeito do avanço obtido na adoção de tal modelo, quando o contexto democrático é analisado à luz da teoria do discurso, surgem novas referências de análise das contradições nas quais se estabelece a prática democrática nesses tipos de fóruns. O caso do CDES revela um paradoxo: apesar de certos procedimentos da democracia deliberativa, é recorrente a orientação estratégica.
O presente artigo tem o objetivo de descrever o modo como atuaram fatores de racionalidade formal e fatores políticos em processo decisório de orçamento em uma grande organização estatal brasileira. Para isso, realizou-se estudo de caso em que o mesmo processo foi analisado sob diferentes perspectivas, tendo por referência teórica os modelos racional, organizacional e político de Allison. Os procedimentos metodológicos empregados são de natureza descritivo-qualitativa; os dados, coletados de diferentes fontes - entrevistas, observações diretas e documentos - foram submetidos à análise de conteúdo do tipo categorial temática. Os resultados evidenciam um processo complexo, em que racionalidade e política atuaram e influenciaram decisões e o próprio processo seguido. Constata-se que o orçamento, mesmo sendo uma tecnologia idealizada sob pressupostos racionais instrumentais e utilizada para imprimir um comportamento mecanicista aos processos organizacionais, possui também dimensão política. Esta se manifesta na medida em que as situações de decisão se configuram em arenas em que indivíduos e grupos interagem sob diferentes interesses e visões acerca de um mesmo problema.
This article analyses the expropriation of workers' incomes through public debt and taxation, in a fiscal system that is capable, more than of enabling a redistribution of surpluses, of deepening future labour exploitation. Based on recent Brazilian experience, the paper shows that the increase of both public debt and interest on that debt has led to increased taxation, whose burden is eventually levied on workers. Combined with a decrease in state spending on social wages, this has led to an increase in the aggregate rate of labour exploitation, revealing the exploitative character of the state fiscal superstructure.
In this paper, I discuss ways in which several important fiscal and monetary policies implemented in Brazil after the Real Plan interfered with class relations and how they reveal the financial class character of the state. The fiscal policies analyzed are the release of federal tax revenue entitlements, the so-called fiscal responsibility, and the goals for the primary and nominal fiscal results. In the realm of monetary policy, the analysis focuses on the priority given to inflation control and inflation targeting. The results suggest that these policies facilitated favoritism towards the financial fraction of capital; the policies constitute an institutional apparatus for the reproduction of the income that finance extorts from labor through the state.
