1Na memória da escola brasileira, a escola pública, pelo menos nos primeiros 60 anos do século XX, era tida em alta conta pela sociedade. Em geral, os grupos escolares, os ginásios, cursos de científico e Escola Normal públicos eram estabelecimentos de ensino considerados de excelência, cujas vagas eram disputadas por exames de seleção, e freqüentados por pessoas oriundas das classes média e alta. Dessa maneira, era restrito o número de pessoas das classes pobres que tinham acesso e/ou permaneciam nas escolas púbicas, pelos mais diferentes motivos, mas principalmente pela sua inserção precoce no mercado de trabalho. Também a presença de negros na escola era bastante limitada, não somente por pertencerem à camada mais pobre da população, mas também em virtude da conhecida questão das diferenças de oportunidades escolares entre brancos, pardos e negros (Hasenbalg, 1979; Gonçalves, 2000). Contudo, na origem da implementação da escola pública elementar para todo cidadão brasileiro a partir da Constituição de 1824, na vigência da monarquia imperial, houve um crescente apelo para a necessidade de instruir e civilizar o povo. Como uma invenção imperial, em grande parte dos discursos a aprendizagem da leitura, da escrita, das contas, bem como a freqüên-cia à escola se apresentava como fator condicional de edificação de uma nova sociedade. Mas ressalte-se o impedimento legal de freqüência dos escravos às aulas públicas em várias províncias do Império. Esse fator tem sido interpretado também como impedimento da freqüência dos negros, gerando uma série de equívocos na história da escola.Portanto, observa-se na historiografia mais geral e na historiografia da educação em particular a permanência de um registro que invariavelmente associa os negros aos escravos e vice-versa, inclusive com ausência de ressalvas importantes, como o aumento significativo da população negra livre e a crescente diminuição da população escrava a partir de metade do século XIX (Mattos, 2006). O artigo discute as contribuições de Michel Foucault e Norbert Elias para a historiografia da educação e para a história da escolarização. Especificamente, desenvolve, a partir de Norbert Elias, uma reflexão sobre o significado da monopolização do ensino elementar pelo Estado, no século XIX e nas sociedades ocidentais, enquanto estratégia fundamental para completar o projeto de civilização.
RESUMO: O objetivo central deste texto é discutir o processo de inclusão das crianças pobres, negras e mestiças na escola elementar a partir da prerrogativa constitucional de extensão da escolarização a todos os cidadãos brasileiros, com ênfase nos estudos sobre a província de Minas Gerais. Com base em larga investigação documental (relatos de governo, legislação, ofícios e correspondências diversas, mapas estatísticos de população, registros de frequência escolar) e bibliográfica (Norbert Elias, Georges Rudé, Bronislaw Geremek, Georges Duby, Maria Beatriz Nizza da Silva), foi possível analisar as tensões e os conflitos para a efetivação da obrigatoriedade escolar, devido às condições materiais e especificidades culturais da população. Tais conflitos manifestaram-se de distintas maneiras, indicando embates entre famílias, professores e gestores do ensino. A hipótese levantada é a de que a precariedade do desenvolvimento da escola pública no Brasil, ao longo do século XIX, esteve associada à também precária condição de vida da população. Esse fato interferiu no entendimento quanto às possibilidades de escolarização das crianças pobres, negras e mestiças e quanto à qualidade de sua inserção social. CONFLICTS AND TENSIONS IN THE PRODUCTION OF SCHOOL INCLUSION OF POOR, BLACK AND HALF-CASTE CHILDREN, BRAZIL, 19TH CENTURY ABSTRACT:The main aim of this paper is to discuss the inclusion process of poor children in elementary school based on the constitutional right of access to schooling to all Brazilian citizens, with emphasis on the Minas Gerais State. Through extensive documental (government reports, laws, assorted official correspondence, maps of population statistics, class attendance) and bibliographical (Norbert Elias, Georges Rudé, Bronislaw Geremek, Georges Duby, Maria Beatriz Nizza da Silva) research, it was possible to identify tensions and conflicts in the implementation of compulsory schooling as a result of material conditions and the cultural specificities of the population. Such conflicts were expressed in various ways and indicated a struggle among families, teachers and public authorities. The hypothesis developed is that the rather precarious establishment of public schools in Brazil, during the 19th century, was associated with the population precarious conditions of life, which interfered with the understanding of the feasibility of schooling for poor children and the quality of their social participation.
ResumoEste artigo problematiza, numa longa duração histórica, a discriminação social e desigualdade escolar presente na história política da educação brasileira. O principal objetivo é demonstrar os movimentos cíclicos das conquistas educacionais associados aos golpes políticos de sua subtração, de modo a melhor subsidiar os debates educacionais atuais, no contexto de imposição de governo por golpe parlamentar e recrudescimento do conservadorismo político-social. O estudo, ainda que sucinto, foi realizado por meio da investigação de diferentes fontes documentais, tais como legislação, relatórios e ofícios de governo, jornais e censos estatísticos, acrescido do diálogo com historiadores e historiadores da educação. The main objective is to demonstrate the cyclic movements of educational achievements and suppression of rights, seeking to provide better grounds for the current educational debates in relation to the governmental imposition through parliamentary coup and growing social political conservatism. However brief, this study was conducted by investigation of various documental sources, such as legislations, reports, government official communications, newspaper articles, statistical census, as well as dialogue with historians and education historians.
