This article intends to bring to the attention of specialists and the general public alike contemporary educational methods to be applied in training for the awareness and internalization of values specific to the field of societal resilience, with critical infrastructures as the central framework of approach, with their main characteristics related to the fragility of the state of security. The article has a concrete practical value due to its applicability at the level of a centrally located county in Romania. The main infrastructures with critical value for determining potential disruptive events are mapped using specialized software, followed by the presentation of some institutions necessary to be involved for implementation of table-top exercises and, in conjunction or separately, field study trips. As a central point of the research methodology, recent literature highlights are emphasized, which robustly materialize and contextualize the practical approaches presented.
In the last years, the NATO Modelling and Simulation Group (NMSG) has started to develop and put into practice an emergent concept named “Modelling and Simulation as a Service” (MSaaS) with the purpose to provide a permanent service and cloud-based modelling and simulation (M&S) ecosystem to be used by NATO and partner nations. The new M&S ecosystem will help to project and expand the ways of using M&S capabilities for achieving interoperability between participating simulation systems and ensuring credibility of results. This paper presents, on one hand, the development phases of MSaaS, the benefits and steps that have to be done in the future for its implementation at NATO level, and on the other hand, it makes an extrapolation between business continuity concept and MSaaS concept in terms of ensuring the military education and training process continuity when a crisis situation occurs.
In the context of the growing interest in approaches to the resilience of the state, community or society, materialized in the expression of opinions, statements, views, academic studies or projects with viable medium and long term results, conclusions can be drawn regarding the importance of critical infrastructures in the functioning of the society and especially regarding their role in the context of military actions in the context of hybrid warfare. Briefly and from different angles, both from theory to practice and vice versa, the emphasis in this article is to highlight the main lines of effort, both theoretical and factual, necessary to be set and operationalized in order to enhance the specific knowledge of these assets, in terms of security and defense. Against this backdrop, the present approach regarding strategic resources is in fact useful to the military decision-makers from a wider functional perspective, especially in view of the current stage of the researches and studies carried out so far in this field, at national level.
