Percepção dos usuários e profi ssionais de saúde sobre atenção básica: comparação entre unidades com e sem saúde da família na Região Centro-Oeste do BrasilPerceptions of primary health care among users and health professionals: a comparison of units with and without family health care in Central-West Brazil
Este artigo investiga a efetiva participação de Conselhos Municipais de Saúde na gestão das políticas de saúde e avalia o seu potencial quanto à reestruturação da atenção à saúde através da estratégia da saúde da família. Toma como lócus da pesquisa os nove municípios da Região Centro-Oeste incluídos nos Estudos de Linha de Base para a avaliação do Proesf. Parte do pressuposto de que o formato institucional é relevante, pois define oportunidades de participação e articulação. Foi examinada a legislação sobre os conselhos e foram entrevistados os conselheiros usuários integrantes da mesa diretora, abordando diversos aspectos do Conselho de Saúde. Na análise dos dados foram focalizadas, principalmente, a composição dos conselhos, as entidades que representam os usuários e as regras formais de funcionamento, além de problemas-chave, tais como o acesso seletivo de entidades aos conselhos e a legitimidade das decisões. Os resultados sugerem que os conselhos têm pouco impacto sobre a reestruturação dos serviços de saúde. Mesmo assim, exercem controle social sobre a gestão do sistema de saúde, incluindo novos atores na discussão de suas políticas, e permitem decisões legítimas, pois em consonância com o discurso sobre o SUS.
Este estudo é sobre a (re)construção de uma casa, como resultado do Programa De Volta para Casa. Foram acompanhados 20 moradores de um hospital psiquiátrico pelo pesquisador, que é um profissional de saúde, durante um processo de desinstitucionalização. Foi conduzida uma pesquisa-ação com base na observação etnográfica a fim de melhorar a sua prática e observar todo o processo de desinstitucionalização. O estudo conclui que a (re) construção de uma casa exige escuta delicada e cuidadoso planejamento por parte dos profissionais de saúde. Eles devem levar em conta a subjetividade das pessoas com transtornos mentais envolvidos e dar-lhes a oportunidade de participar ativamente do processo, a fim de evitar angústia e desestabilização clínica no final do processo. É também possível concluir que o Programa De Volta para Casa, bem como a política de reforma psiquiátrica desenvolvida pelo município de Belo Horizonte fizeram sustentável a política de desinstitucionalização. palavras-chave: serviço residencial terapêutico; subjetividade; desinstitucionalização; Programa de Volta para Casa. resumenEste estudio es sobre la (re) construcción de una casa, como resultado del Programa de Regreso a Casa. Fueron seguidos 20 residentes de un hospital psiquiátrico por el investigador, que es un profesional de la salud para un proceso de desinstitucionalización. Se realizó una investigación de acción basado en la observación etnográfica con el fin de mejorar su práctica y observar todo el proceso de desinstitucionalización. El estudio concluye que la (re) construcción de una casa requiere delicada y cuidadosa planificación escucha por profesionales de la salud. Deben tener en cuenta la subjetividad de las personas con trastornos mentales implicados y darles la oportunidad de participar activamente en el proceso con el fin de evitar la angustia y la desestabilización clínica al final del proceso. Twenty residents of a psychiatric hospital were followed by the researcher, a health care professional, during the deinstitutionalization process. RESUMOCom o intuito de auxiliar na compreensão da história recente da Psicologia Social brasileira, apresentamos a primeira parte de pesquisa que objetivou descrever alguns aspectos que perpassam sua organização científica e social, o que se deu a partir de um dos seus principais veículos de comunicação, o periódico Psicologia & Sociedade: Revista da Associação Brasileira de Psicologia Social (ABRAPSO). Para isso, analisamos os trabalhos publicados entre os anos de 1986 e 1992. Assim, o total de 277 trabalhos, distribuídos em 10 revistas, constituiu nossa fonte de pesquisa. A origem institucional e geográfica dos autores, o padrão de autoria, o tipo e as temáti-cas dos trabalhos publicados, a metodologia e os locais de realização das investigações e intervenções, foram as informações examinadas. Por fim, a identificação tanto das transformações quanto de padrões de funcionamento da área, e alguns de seus possíveis determinantes, são apresentados.Palavras-chave: história da psicologia social brasileira; psicologia social; história da psicologia social; comunidade científica. ABSTRACTWith the objective of helping the comprehension of the recent Brazilian Social Psychology history, we present the first part of the survey, aimed at describing some aspects that go through its scientific and social organization, which happened from one of its main means of communication, the periodical Psicologia & Sociedade (Psychology & Society): a magazine from the Brazilian Association of Social Psychology (ABRAPSO). For that, we analyzed the works published between the years 1986 and 1992. Thus, the total of 277 works, distributed in 10 magazines, constituted our survey source. The institutional and geographic origin of the authors, the authorship pattern, the type and themes of the published works, the methodology and the places where investigations and interventions took place were examined.
