and the European debt crisis, the ECB did not pay enough attention to the maintenance of financial stability. The author evaluates main ECB crisis measures and their impact on financial stability and argues that the unconventional monetary policy measures contributed to economic recovery, but they did not result in complete stabilisation of the European financial system. Moreover, according to the author, the ECB's non-standard measures failed to fulfil the conditions required for acting as a lender of last resort, what continues to threaten the financial stability. In the context of heterogeneity of the Eurozone countries and global financial challenges, the difficulties of maintaining financial stability are principally related to the common currency and the single monetary policy. Российский университет дружбы народов, Москва, Россия После мирового финансового и долгового кризисов (2008-2009 гг.) разрыв между центром и периферией усилил проблемы еврозоны. В статье анализируется развитие внешних и внутренних диспропорций зоны евро. По итогам проведенного анализа выявлено, что данная проблема остается нерешенной. Высокие уровни безработицы и государственной задолженности в периферийных стра-нах Европы отражают внутренние дисбалансы. Во многих североевропейских странах отмечается тенденция к увеличению задолженности. Существенные диспропорции текущего платежного баланса между странами свидетельствуют о наличии внешних дисбалансов. Большие профициты текущего счета платежного баланса Германии и Нидерландов при одновременном дефиците Греции препят-ствуют дальнейшему углублению европейской интеграции. Проведенный анализ показал уменьше-ние внешних дисбалансов за счет улучшения платежного баланса периферии.Решение проблемы потребует большей координации макроэкономических политик между на-циональными органами и европейскими институтами. Подчеркивается ограниченность европейских институтов в проведении общей экономической политики. Автор акцентирует внимание на необ-ходимости повышения конкурентоспособности с помощью структурных реформ, так как политика фискальной дисциплины не будет достаточной для достижения внутреннего равновесия. Также необ-ходимо внедрение европейских инвестиционных проектов для обеспечения устойчивого экономиче-ского роста. Автор приходит к выводу, что усиление экономического роста нужно использовать для сокращения уровней государственного долга. This chapter analyses to what extent the type of monetary regime in three Balkans countries (Bulgaria, Romania, and Serbia) determines the scope and nature of reactions to the pandemic crisis in the short run (providing liquidity to different sectors) and considers the possibilities for a long-term recovery. A comparative perspective is particularly suitable for the Balkan countries with great institutional diversity of the monetary regimes. In particular, the two members of the EU, Bulgaria and Romania, have been following different principles of monetary regimes for decades (Currency Board versus discretionary Monetary Policy). Both Bulgaria and Romania follow closely the ECB monetary policy. Serbia, which is outside the EU, is not affected by the constraints of European integration and actually has its independent monetary policy (although the Euro is also an important external anchor).
