A psicologia é a ciência que se propõe fazer a análise do homem, da sua psique e dos seus comportamentos, mas até hoje tem se mostrado incapaz de dar solução ao problema homem. A ineficiência e incompletude da psicologia foram apontadas por Husserl, pelos psicólogos humanista-existenciais, e mais recentemente por Meneghetti, que, após anos de intensos estudos e verificação prática constata que a psicologia, sem o fundamento ontológico, não é capaz de compreender nem explicar o homem em sua totalidade. A ontologia é a lógica que o ser opera universalmente. Compreendendo este princípio se transpõe o mundo fenomênico, o mundo das aparências e se chega à essência que substancia todas as coisas e que consente conhecer com exatidão. O presente trabalho apresenta inicialmente o entendimento de Lao-Tse e Parmênides sobre o ser e aborda a metafísica de Aristóteles; a seguir apresenta uma concisa abordagem sobre May, Rogers e Maslow; discorre sobre a crise das ciências e a fenomenologia transcendental de Husserl e por fim apresenta a Ontopsicologia como método para chegar a Ontologia. Não se trata de um estudo aprofundado sobre nenhum dos temas ou autores, mas uma sensibilização ao entendimento da importância da ontologia para a psicologia e para a produção de conhecimento. O trabalho consiste em uma revisão de literatura de cunho exploratório.

Resumo: O movimento das Cidades educadoras preconiza que são cidades que educam aquelas que visam, fundamentalmente, à formação, promoção e desenvolvimento de todos os seus habitantes, ocupando-se com prioridade das crianças e dos jovens, mas incorporando, em suas atividades, pessoas de todas as faixas etárias, numa verdadeira formação continuada ao longo da vida. O fato de uma cidade não integrar o rol oficial das Cidades Educadoras, como é o caso de Eugênio de Castro, não exclui a possibilidade do estudo acerca de iniciativas positivas que venham ao encontro dos objetivos do movimento. Considerando que o estímulo ao protagonismo responsável abordado na política de assistência social de Eugênio de Castro comunica-se claramente com a principiologia do movimento global Cidades Educadoras, apresenta-se o trabalho realizado a fim de exemplificar a possibilidade de implantação desses princípios em uma pequena cidade, mesmo não integrando o movimento internacional, e os resultados positivos alcançados com o trabalho.Palavras-chave: Assistência Social; Cidades educadoras; Cidadania; Protagonismo Responsável.
