Over recent years, lifelong learning has been a central and guiding principle in the formulation of European educational policies. Within this general framework, the authors have been developing a research project that allows them to approach the theme of lifelong learning and European educational policies, taking into account four levels of analysis, namely: the supranational, the national, the institutional and, finally, the individual level of analysis. This methodological strategy reflects a theoretical understanding of policy as the result of the actions of a diversity of actors at different levels. This article focuses on the supranational level of analysis, drawing on data from an analysis of European educational policy documents. First, the authors clarify the methodological issues raised by the research findings presented. Second, they discuss the results concerning the process of definition of European educational policies. Third, the authors briefly revisit the evolution of the idea of lifelong learning and discuss the results regarding its plurality of meanings and conceptualizations within the documents considered for analysis.
Whether and to what extent we are in the process of reconstructing higher education following the Bologna Process orientation is the issue underpinning this article. To address this issue, the authors consider data from an exploratory survey conducted in a Portuguese university, focusing on the field of education. They take into account the contents of the educational policies at supranational level in Europe and at national level in Portugal. In addition, they draw upon the conceptual debate about policy and politics. They acknowledge changes taking place in the organisational structure of the academic programmes, as well as in the students' perceptions. Additionally, critical issues concerning the organisation and implementation of these programmes allow them to identify challenges for universities and issues that need deeper inquiry and continuous monitoring.
Quem são os estudantes que optam pela Educação Superior a Distância ? Quais as suas expetativas e grau de satisfação com os cursos nesta modalidade ? Qual o impacto do curso na vida profissional e pessoal do estudante da UAb ? O presente artigo centra-se nestas questões, seguindo um enquadramento teórico que mobiliza estudos sobre a procura de respostas para novos públicos e novas necessidades nas sociedades atuais. O desenho metodológico seguiu a aplicação de um questionário, desenhado no âmbito do Observatório dos Percursos Profissionais e de Vida dos Diplomados da Universidade Aberta, aos estudantes que terminaram a licenciatura em 2014 e 2015. Os resultados remetem para uma satisfação global com a realização da licenciatura online, na medida em que revelam conforto no uso da plataforma e reconhecem vantagens no regime de aprendizagem. Destaca-se a valorização do prestígio social associado ao diploma de ensino superior. Concluímos que a pesquisa sobre o fenómeno da empregabilidade no ensino superior precisa de mais desenvolvimento. Os estudantes adultos apresentam um conjunto de necessidades diferenciadas, sobretudo relacionadas com a aquisição de competências para melhorar as suas condições profissionais, de empregabilidade e o desenvolvimento das suas carreiras. Os dados deste estudo reforçam a ideia de educação ao longo da vida associada ao ensino a distância como importante forma de desenvolvimento e aquisição não só de conhecimentos, como também, de competências transversais fundamentais a todos os contextos da vida e para a mobilidade profissional.
Este artigo apresenta os aspetos mais relevantes de uma investigação realizada entre 2017 e 2018 cujo propósito fundamental foi compreender melhor o que terá mudado no sistema escolar português que possa ter contribuído para a melhoria do desempenho dos alunos portugueses no Programme for International Student Assessment (PISA). O método utilizado, qualitativo por natureza, foi concebido para recolher dados em cada um dos seguintes domínios: conhecimento produzido no âmbito do PISA; políticas públicas de educação que se desenvolveram a partir da publicação, em 1986, da Lei de Bases do Sistema Educativo (LBSE); perceções de intervenientes (docentes, diretores e inspetores de escolas) acerca das relações entre as políticas públicas de educação e a melhoria do desempenho dos alunos. Os resultados da investigação mostraram que os programas que materializaram as políticas públicas nas últimas três décadas estão relacionados com melhorias sensíveis na organização e funcionamento pedagógico das escolas, nas práticas de ensino dos docentes e nos seus processos de cooperação e de colaboração. Estas políticas e aquelas melhorias poderão ajudar a compreender o desempenho crescentemente positivo dos alunos portugueses no PISA.
