Durante los gobiernos kirchneristas (2003-2015) el recuerdo de la última dictadura militar se convirtió en objeto del quehacer estatal de un modo novedoso para la democracia argentina. En esos años se produjeron una multiplicidad de políticas de memoria que, en forma paralela al proceso de reapertura de los juicios por crímenes de lesa humanidad, colocaron al pasado reciente en el centro de la escena pública. ¿Cómo explicar esta novedad? ¿De qué forma caracterizar el régimen de memoria propiciado por los gobiernos kirchneristas en relación con el pasado reciente? Este artículo analiza estas cuestiones a partir del entrecruzamiento entre la teoría del análisis del discurso político y los estudios de memoria. Desde ese punto de vista, mostraremos que el recuerdo del terrorismo de Estado funcionó como una práctica de trazado de fronteras políticas y que el sujeto privilegiado de dicha memoria era el pueblo. Argumentaremos que el régimen de memoria que se configuró desde los gobiernos kirchneristas, así como sus efectos polémicos, pueden ser adecuadamente comprendidos como consecuencia de la lógica populista de constitución de lo social.
El artículo se propone abordar las principales disputas que tuvieron lugar en Argentina frente al involucramiento del Estado en la formulación de “políticas de memoria” durante los gobiernos de Néstor Kirchner y Cristina Fernández de Kirchner (2003-2015). Para ello, nos detendremos en las discusiones que tuvieron lugar en el Congreso Nacional en ocasión de la construcción de un Museo en el ex Centro Clandestino de Detención ESMA. Analizaremos las principales críticas formuladas por la oposición partidaria en clave de “ilegitimidad”, “apropiación” y “banalización” de la memoria. La reconstrucción de estos argumentos y las respuestas esgrimidas por el oficialismo nos permitirán dar cuenta de los términos en que se desarrolló la disputa política por el pasado e introducir algunas consideraciones en torno del papel otorgado al “consenso” como modo de legitimación de la acción estatal en la materia.¿Who is entitled to remember? To this effect, it examines some of the debates held in the national parliament concerning the construction of a museum at the ex- clandestine detention center ESMA. It goes over the main critiques made by the political opposition (expressed in terms of “illegitimacy”, “appropriation” and “trivialization of memories”) and the responses held by the government. La demanda por la apertura de los “archivos de la represión” ha sido una constante en el Cono Sur de América Latina. En Argentina, las Fuerzas Armadas y de Seguridad alegaron durante varias décadas que los registros de la represión ilegal no existían o habían sido destruidos. Sin embargo, en 2006, el gobierno de Néstor Kirchner dispuso por primera vez la apertura de los archivos militares con el objeto de relevar documentación que pudiera estar vinculada a las violaciones de los derechos humanos cometidas durante la última dictadura militar (1976-1983). En este artículo se examina este proceso, haciendo especial hincapié en las estrategias que se implementaron ―desde el Ministerio de Defensa― para responder a la demanda social por la “apertura de los archivos” y traspasar la documentación pertinente a la esfera judicial. Se identificarán los alcances y límites de esta política, así como las lecciones que es posible extraer de este proceso para la apertura de otros archivos en Argentina y en otros países de Latinoamérica.
El involucramiento del Estado en la producción de políticas de memoria durante los gobiernos kirchneristas (2003-2015) fue objeto de fuertes polémicas. Nos proponemos abordar este proceso considerando los perfiles, prácticas y lógicas de identificación de los “trabajadores de la memoria”, es decir los agentes estatales que tuvieron a su cargo el desarrollo de un conjunto de las políticas de memoria que se implementaron: ¿cuáles eran sus trayectorias? ¿Cómo entendieron su quehacer específico en relación con la memoria? ¿De qué saberes, narraciones y /o recursos simbólicos se sirvieron? Utilizando una metodología cualitativa, veremos cómo se anudaron, a lo largo de todo el período, un modo de habitar las agencias estatales signado por el “compromiso militante”, una causa —entendida como la demanda por “memoria, verdad y justicia”— y una identidad política anclada en el kirchnerismo, con sus respectivos marcos de interpretación del pasado.
