O presente estudo analisou as medidas implementadas em Belo Horizonte, para antecipar os efeitos da chuva, por dois programas de gestão socioambiental voltados à redução do risco hidrometeorológico: o Programa Estrutural em Áreas de Risco e o Programa de Recuperação Ambiental e Saneamento dos Fundos de Vale e dos Córregos em Leito Natural de Belo Horizonte. Os riscos naturais físicos com capacidade destrutiva - os chamados riscos hidrometeorológicos - estão relacionados à ocorrência de processos naturais perigosos causados por chuva extrema (acima de 50 mm, com possibilidade de inundações e escorregamentos). Desde que o saneamento ambiental em Belo Horizonte passou a ser considerado um direito social, e não só um serviço, a Prefeitura Municipal começou a implementar medidas para a sua universalização. Aliado às medidas de reassentamento do Programa de Reassentamento em Função de Risco ou Obras Urbanas, o alcance progressivo dessas medidas diminuiu significativamente o número de atingidos. A nova estratégia de gestão habitacional da Prefeitura Municipal incluiu vilas e favelas, via urbanização, e reduziu o número de moradias em áreas de risco. Com isso, o número de famílias que viviam em situação de alto e muito alto risco de inundações e escorregamentos passou de 15.000 em 1994 para 10.650 em 2004 e 3.789 em 2008.
