Flow is a major driver of processes shaping physical habitat in streams and a major determinant of biotic composition. Flow fluctuations play an important role in the survival and reproductive potential of aquatic organisms as they have evolved life history strategies primarily in direct response to natural flow regimes (Poff et al. 1997; Bunn and Arthington 2002). However, although the organisms are generally adapted to natural dynamics in discharge, naturally caused flow fluctuations may entail negative consequences (e.g., stranding, drift, low productivity), especially if the intensity is exceptionally high or the event timing is unusual (Unfer et al. 2011; Nagrodski et al. 2012). Aside from natural dynamics in discharge, artificial flow fluctuations with harmful impacts on aquatic ecology can be induced by human activities. Hydropeaking-the discontinuous release of turbined water due to peaks of energy demand-causes artificial flow fluctuations downstream of reservoirs.

This study concerns scaled physical model tests of the delta formation process at the head of a run-of-river hydropower plant (RoR). It forms part of a larger research project to provide a scientific base for RoR sediment management strategies in medium-sized gravel bed rivers. The physical model consisted of an idealized river having a width of 20 m, a mean slope of 0.005, a mean flow rate of 22 m3/s and a 1-year flood flow of 104 m3/s. The model scale was 1:20. For the experiments, five different grain sizes were used, covering a range of 14 to 120 mm at 1:1 scale. Experiments were carried out under mobile-bed conditions at flow rates which correspond to 50%–80% of a 1-year flood HQ1. Even at the head of the reservoir, which is least influenced by the backwater effect of the RoR, sediment transport practically ceases for sediment fractions >14 mm for a flow rate of 0.7 × HQ1. The whole sediment load coming from the undisturbed upstream section accumulates at the head of the reservoir. This delta formation is accompanied by a substantial rise in water levels. A spatio-temporal scheme of the delta formation was derived from the experiments. The study proved that the delta formation increases the flood risk at the head of the reservoir. Conversely, reservoir drawdowns at flood events of high probability may be a promising strategy to enhance sediment connectivity under the specified boundary conditions.

Authorities and planners involved in river restoration projects often tend to focus on the hydromorphological state of a short river reach or certain aquatic habitats where the pending deficits are most evident. Nevertheless, for long-term and sustainable restoration, one should also consider flood dynamics and other interlinked processes at larger spatiotemporal scales, ideally at the catchment scale. Moreover, restoring river morphology also calls for the consideration of the dynamic processes of the whole fluvial system, including the adjacent floodplains, with its diverse interactions between the physical environment (morphology, flow, sediment, etc.) and the riverine coenoses (compare EU Water Framework Directive 2000). Various concepts in river morphology and ecology address fluvial systems as hierarchical arrangements that integrate typical geomorphic and ecological features over a range of spatial scales. Such well-established schemes are, e.g., the Hierarchical Framework of Stream Habitats (Frissell et al. 1986), the Hydrosystem Approach (Petts and Amoros 1996), the Hierarchical Patch Dynamics Model (Wu and Loucks 1995), the River-Scaling Concept (Habersack 2000), or the Riverine Ecosystem Synthesis (Thorp et al. 2006). They have in common that riverine structures at the local scale are viewed as habitats nested in larger systems at reach scale or catchment scale.

River regulation alters flow and sediment regime, habitat availability, and ultimately the ecological functioning of rivers. Various restoration and mitigation measures have been developed to improve ecological function, and among them is the addition of gravel to enhance the reproduction of gravel bed spawning fishes. However, information on long-term efficiency, costs, and maintenance needs of gravel additions are scarce. Here, we study the functioning of gravel additions at eight sites in three rivers in western Norway for up to 18 years. Gravel was added between 2002 and 2010 to enhance spawning of Atlantic salmon and anadromous Brown trout. We monitored changes in the size of the gravel-covered areas, sediment composition, interstitial oxygen, egg survival, and juvenile fish densities. Additionally, we report monetary costs, identify potential maintenance needs, and calculate a cost-benefit ratio. Juvenile densities of Atlantic salmon and Brown trout increased significantly after the gravel augmentations. After 10–18 years, the median egg survival was still high (> 90%) and sediment conditions were still suitable for salmonid fish reproduction. The areas were, however, shrinking across time (median area reduction 26%), mostly caused by scouring of gravel in the steep, supply-limited, and partly regulated rivers. The average construction costs of spawning gravel augmentations were 11.2 NOK (1.12 €) m−2 year−1. Compared to similar measures elsewhere, the measures have had a long life span (up to 18 years) at relatively low costs. Gravel augmentation was concluded to be a successful management measure that contributed to significantly increased Atlantic salmon and Brown trout reproduction.
