O espaço das metrópoles contemporâneas vem passando por sucessivas transformações em sua forma física e em seus significados para os processos de acumulação do capital e para a vida das sociedades urbanas. A transformação, a transitoriedade e a efemeridade das configurações dos territórios urbanos têm sido a marca das cidades modernas desde a intensificação das atividades produtivas na modernidade. No entanto, o sentido dessas transformações nesta última passagem de século parece respeitar a uma nova lógica de atuação dos poderes públicos. A financeirização da economia e a insuficiência dos setores acionistas apontam para o imobiliário como a última saída para a crise de rentabilidade do capital. O Estado, que vem assumindo novos papéis diante da produção dos novos territórios do urbano, investe-se na reordenação geográfica de fragmentos da cidade para atender e atrair novos investimentos voláteis do setor financeiro — não sem que haja consequências para a vida nas metrópoles.
Several interpretations of the dynamics of globalization have brought urban issues into the spotlight. Since the conditions of creation of urban society are tied predominantly to extra-regional factors, this process may potentially destroy the local nature of some specific social phenomena and, as a consequence, it calls for a new conceptual framework. This evolution seems to have significantly affected the concept of segregation. In a moment when the world is experiencing a social cleavage that had until recently been a distinguishing mark of Latin America, it is adequate to reconsider the local debate on marginality. ResumoMuitas interpretações a respeito das dinâmicas da globalização colocaram o elemento urbano no centro do debate. Como as condições de elaboração da sociedade urbana vinculam-se muito mais diretamente a aspectos extra-regionais, o processo teria carregado o potencial de destituição do caráter local de algumas manifestações sociais específicas e, por consequência, tornaria-se exigente de um renovado tratamento conceitual. Esse movimento parece ter atingido o conceito de segregação. No momento em que o mundo parece experimentar a fratura social que até então serviu como elemento de caracterização da especificidade regional da América Latina, torna-se pertinente reconsiderar o debate local sobre a marginalidade.Palavras-chave: marginalidade, segregação, América Latina, sociedade urbana, globalização.
RESUMONovamente, assim como já havia feito Rosa Luxemburgo, aparecem autores que defendem a necessária permanência de territórios de formação não-capitalista como recurso para a expansão e reprodução do capital nas mais diversas escalas em que o processo pode atuar. Essas idéias são úteis para a compreensão da dinâmica espacial do capitalismo, e a maioria delas se escora na própria teoria formulada por Rosa Luxemburgo. Mesmo não concordando com a necessidade de permanência desses territórios não capitalistas, é preciso reconhecer que parte dos processos de expansão capitalista se justifi ca por mecanismos desse tipo. Apesar de não podermos atribuir exclusividade a essa teoria na interpretação da reprodução capitalista a partir do espaço, como quis Luxemburgo e ainda conclama Rosa Tello Robira, é inegável que a utilização de territórios de formação tipicamente não-capitalistas atuou e vem atuando no avanço dos processos que resultam na acumulação de capital.Palavras-chave: Acumulação de capital; Rosa Luxemburgo; territórios não-capitalistas. ABSTRACTAs Rosa Luxemburg had done, some authors still defend nowadays the necessary permanence of non-capitalist forms of territories as resources to capital expansion and capital reproduction, in the various stages of the process. These ideas are useful to the comprehension of the spacious dynamics of capitalism, and most of them are founded on the same theory formulated by Rosa Luxemburg herself. Even though we do not agree with the necessity of maintaining non-capitalist territories, it's important to recognize that part of the capitalist expansion process can be justifi ed by mechanisms of this kind. Despite the fact that we cannot attribute solely to this theory the interpretation of capitalist reproduction, from a spacious perspective, as claimed Luxemburg and still does Rosa Tello Robira, it's undeniable that the use of typically non-capitalist formed territories has acted upon the development of the processes which usually result in capital accumulation.
As palavras fronteira e limite, não raro, são empregadas como sinônimos, apesar da redução implicada nesse gesto. Mas não é difícil reconhecer que a primeira aparece mais frequentemente associada aos fenômenos espaciais enquanto a segunda parece estar mais próxima da indicação de fim ou esgotamento de qualquer natureza. É possível pensar numa relação entre elas, entretanto. No plano econômico, os limites da reprodução capitalista andam a par com a situação das fronteiras desse mesmo modo de produção. A dinâmica espacial do capitalismo é moldada de forma a, continuamente, ampliar seus próprios limites, internos e externos. A falta de possibilidades para a realização de novas inversões lucrativas vem em companhia da saturação dos espaços de investimentos. Nessas condições, atingido o limite provisório da reprodução naquele momento, novas fronteiras devem ser abertas. Na escassez de reservas territoriais não saturadas, normalmente de caráter não-capitalista, sobre as quais se pode avançar, os novos investimentos terão de disputar espaço entre seus pares. Nesse último caso, trata-se da abertura de fronteiras internas, meio pelo qual o avanço capitalista se opera num espaço já elaborado e ocupado pelos elementos e processos próprios da reprodução do capital. A expansão capitalista, desse modo, deverá se alimentar de um estoque de ativos desvalorizados deixados como resultado de alguma crise ou destruição de capital imposta por algum mecanismo que parte do interesse da fração restante em encontrar novos meios de valorização. Assim, temos claro que a reprodução do capital não exige necessariamente os territórios não-capitalistas ou os “mercados externos”, tal como pode imaginar Rosa Luxemburgo. Impondo a falência e processos de desvalorização para uma parte do capital em atividade, alguns capitalistas conseguem recriar as condições de investimentos no interior do mesmo espaço que já era habitado e modulado pelas práticas da valorização. Reiniciando aí um novo ciclo ascendente de acumulação capitalista.
